Page 3 <br />• Designing a more sensitive proposal, with less density, than would have been the case with <br />the use of the standard R-3 zoning district. <br />• Providing a public park within the development, with improvements that exceed City <br />standards. <br />• Providing a public trail to connect to existing trails in the adjacent developments. Preserving <br />and enhancing natural features with the trail system that meanders through the development. <br />• Providing a landscaping plan that exceeds City standards. <br />• Preserving existing significant trees on the property. <br />• Creating a stormwater reuse irrigation project within the development. <br />• Incorporating architectural design guidelines for the homes in the development <br />4. BACKGROUND: <br />The properties are generally located north of 130th Street and east of Highway 61. The plan <br />shows 319 proposed residential lots, stormwater ponding areas, a park, sidewalk and trail <br />connections, and road connections. The applicant is proposing the project to be built in five <br />phases. The developer has indicated that an HOA will be established for the development to <br />maintain community areas, landscaping, and the water re -use system. <br />In the summer of 2016, the Planning Commission and City Council reviewed a sketch plan for <br />the development, at that time known as Terre De L'eau. The Planning Commission and City <br />Council were generally pleased with the project, liked the open space, trails, stormwater <br />management and water use, and felt the housing type was in demand. The Planning Commission <br />and City Council provided the following comments: <br />• They felt that the use of the City owned outlot for stormwater ponding, a passive area of <br />the park, and trails, was a positive amenity for the development and surrounding area. <br />They were comfortable with the use of the outlot. In addition, they suggested a full size <br />playground in the active park area, since there are so many homes that are proposed to be <br />built within the development. <br />• They recommended to update 130th Street to an urban collector roadway per the <br />Comprehensive Plan with the proposed development. They encouraged the trail along the <br />road to be constructed at that time. <br />• They stated the developer should provide significant buffers, including landscaping, along <br />Highway 61 and 130th Street. <br />• They had a desire to preserve the significant stands of trees within the development. <br />• They appreciated the proposal for a stormwater reuse system for irrigation. <br />• They had concerns on the long road connecting the north and south ends of the <br />development. <br />• They also had concerns about the 45 foot wide lots proposed and wanted more <br />information on the product type that would be built on the lots. <br />
