Page 9
landscaping proposed to be installed with the development is approximately 1,400 trees, which is
more than double what the ordinance requires.
In addition to exceeding the ordinance standard, the applicant is proposing to preserve some
significant stands of trees that are currently on the property. The applicant intentionally planned
the development layout and location of outlots in order to preserve these trees. It's in staffs
opinion that the applicant has done a good job with the landscape plan and the preservation of the
trees. Staff is comfortable with the landscaping proposed for the development.
Lighting
The applicant has provided a lighting plan. The applicant is proposing typical street lighting
within the development, that meets the ordinance standard. The applicant has indicated that they
will be installing the Veron decorative lamp style light throughout the development.
Streets/Access
The applicant is proposing three access locations onto 130th Street to the south and connections
to 135th Street to the east, Flay Avenue to the north, and 137th Street to the west. The applicant
has also provided access to the property to the east just north of 130th Street. A detailed traffic
analysis was completed as part of the EAW. The results of the EAW indicate the development
can be accommodated, provided a number of improvements to 130th Street are completed. The
existing signal timing at TH 61 and 130th Street will also require monitoring, with potential
changes made by MnDOT.
The property is located within the northeast quadrant of the Highway 61 and 130th Street
intersection. The intersection is signalized and the signal/intersection was designed assuming the
development of this property. Staff does not expect improvements to the intersection itself as a
result of the proposed development.
A long-range plan was developed in 2008 for Highway 61 that includes the following for
Highway 61:
• Four -lane divided roadway
• An additional 40 feet of right-of-way required within the development property.
• Full access at 137th Street
• Right-in/right-out access at 134th Street
As the proposed development moves forward, nearly all of the roadway segment between
Highway 61 and Goodview Avenue will be developed on the north and south sides. 130th Street
is currently a two-lane, rural section roadway. Staff recommended, and the City Council and
Commissions agreed, during the sketch plan that the upgrade of 130th Street to an urban -section
road between Highway 61 and Goodview Avenue should be completed with the development as
outlined in the City's long-range plans.
