ADMINISTRATIVE BACKGROUND <br />Pursuant to Minnesota Rule 4410.4300, the City of Hugo has prepared an <br />Environmental Assessment Worksheet (EAW) for the proposed Adelaide Landing <br />development project. This Findings of Fact addresses State of Minnesota <br />environmental review requirements as established in Minnesota Rule 4410.1700. <br />The Excelsior Group is the project proposer for this project. The City of Hugo is the <br />Responsible Governmental Unit (RGU). <br />The EAW was filed with the Minnesota EQB and circulated for review and comments <br />to the required EAW distribution list. A Notice of Availability for the initial EAW was <br />published in the EQB Monitor on February 27, 2017. Notices of Availability and <br />Press Releases were published in The Citizen on February 23 and March 2, 2017. <br />The public comment period ended March 29, 2017. Comments were received from <br />the Minnesota Department of Transportation, Metropolitan Council, Minnesota <br />Pollution Control Agency, State Historic Preservation Office, Minnesota Department <br />of Natural Resources, and one private resident. Verbal comments from the public <br />meeting were also received. All comments were considered in determining the <br />potential for significant environmental impacts. Summaries of the comments <br />received, and the City of Hugo's responses to those comments, are attached. <br />II. FINDINGS OF FACT AND CONCLUSIONS <br />As to the need for an Environmental Impact Statement (EIS) on this project and <br />based on the record in this matter, including the EAW and comments received, the <br />City of Hugo makes the following Findings of Fact and Conclusions: <br />A. PROJECT DESCRIPTION <br />The Excelsior Group proposes to construct 182 single-family homes, 51 <br />detached townhomes, and 91 villa homes on 134.6 acres in the City of Hugo. <br />The project is located east of TH 61 and north of 130t" Street North. <br />B. PROJECT HISTORY <br />A. The project was subject to a mandatory EAW per Minnesota Rule <br />4410.4300 Subp 19D — Residential Development. <br />B. The EAW was distributed to the Environmental Quality Board (EQB) on <br />February 21, 2017 and to the EQB mailing list on February 23, 2017. <br />Adelaide Landing <br />Record of Decision <br />
