C. Public notices containing information about the availability of the EAW <br />for public review was provided to the in The Citizen on February 23 and <br />March 2, 2017. <br />D. Hard copies of the EAW were provided for public review at Hugo City <br />Hall, Minneapolis Public Library, and an electronic copy was provided on <br />the City of Hugo's website. <br />E. A notice was published for the EAW in the February 27, 2017 EQB <br />Monitor. The public comment period ended March 29, 2017. Comments <br />were received from the Minnesota Department of Transportation, <br />Metropolitan Council, Minnesota Pollution Control Agency, State Historic <br />Preservation Office, Minnesota Department of Natural Resources, and <br />one private resident. Verbal comments from the public meeting were <br />also received. Copies of these comment letters are hereby incorporated <br />for reference and attached. <br />C. CRITERIA FOR DETERMINING THE POTENTIAL FOR SIGNIFICANT <br />ENVIRONMENTAL EFFECTS. <br />Minnesota Rule 4410.1700, subp. 1, states "An EIS shall be ordered for <br />projects that have the potential for significant environmental effects." In <br />deciding whether a project has the potential for significant environmental <br />effects, the City of Hugo must consider the four factors set out in Minnesota <br />Rule 4410.1700, subp. 7. With respect to each of these factors, the City of <br />Hugo finds the following: <br />1. MINNESOTA RULE 4410.1700, SUBP. 7.A -TYPE, EXTENT, AND <br />REVERSIBILITY OF ENVIRONMENTAL EFFECTS <br />a. The type of environmental impacts and mitigation efforts anticipated <br />as part of this project include: <br />Land Use - The site has historically been used for agriculture. <br />Wetlands and a wooded area are also present on the site. Most of <br />the development will occur within the existing agricultural areas. <br />Wetland impacts are anticipated and will be reviewed through the <br />state and federal wetland review process. Approximately 10 acres of <br />wooded area will also be removed within the project area. <br />Landscaping will be included with the project and will be reviewed as <br />part of the city permitting process. Open space will also be <br />incorporated into the development to provide mitigation for the land <br />use change. <br />Adelaide Landing <br />Record of Decision <br />
