management system will be further reviewed by the City Engineering <br />staff. <br />Floodplain <br />The project does contact floodplain. Impacts to the floodplain will be <br />mitigated as part of the stormwater management system to provide <br />compensatory storage for flood waters. <br />Water Use —The County Well Index identified one well exists onsite. <br />Any wells that are encountered during the project will be abandoned <br />and sealed according to state and local regulations. <br />The proposed project is anticipated to create a demand for 35.6 <br />million gallons of water per year (97,654 gallons per day). Peak flow <br />is estimated at 344,719 GPD during summer months. Water will be <br />supplied by the City of Hugo municipal water system. The City's <br />Comprehensive Water Supply and Distribution Plan has planned for <br />development to occur in this area. <br />Wildlife <br />Blanding's turtles have been noted in the area. Surmountable curb <br />will be used within the project area and some open space will remain <br />as part of the development to address potential turtle impacts. <br />One record of bald eagles and a trumpeter swan were noted within <br />one mile of the project area. The developer completed an eagle nest <br />survey and no nests were noted in the project area. This will be <br />monitored during construction to make sure no new nests have been <br />constructed in the area. Trumpeter swans are not anticipated to use <br />the project site since it does not contain suitable habitat. <br />Historic Properties <br />No previously recorded historic properties were noted within or <br />immediately adjacent to the project area. The US Corps of Engineers <br />has indicated to the developer that no additional study is needed. If <br />this changes, it will be addressed in the permitting process. <br />Transportation <br />A detailed traffic study was completed for the proposed project. This <br />included evaluating traffic generation, timing, and routes. The study <br />recommended number of mitigation measures that the city, <br />developer, and MnDOT will review and address both in the short term <br />and long term. <br />Adelaide Landing <br />Record of Decision <br />
