Adelaide Landing Residential Development EAW, Hugo January 31, 2017 <br />At a minimum attach each of the following to the EAW: <br />County map showing the general location of the project; See Exhibit 1. <br />U.S. Geological Survey 7.5 minute, 1:24,000 scale map indicating project boundaries (photocopy <br />acceptable); and See Exhibit 2. <br />Site plans showing all significant project and natural features. Post -construction site plan (Exhibit <br />3) and Pre -construction site plans (Exhibits 4, 5, 6, 7, and 8). <br />6. Project Description <br />a. Provide the brief project summary to be published in the EQB Monitor, (approximately 50 words). <br />The Adelaide Landing residential development is proposed on approximately 217.5 acres of <br />primarily agricultural land in the southern portion of Hugo. The project proposes 182 single-family <br />lots, 51 detached townhomes and 91 villa homes. Approximately 56 acres of park and open space are <br />also planned, which will include parks, trails, woodlands, and ponds. <br />b. Give a complete description of the proposed project and related new construction, including <br />infrastructure needs. If the project is an expansion include a description of the existing facility. <br />Emphasize: 1) construction, operation methods and features that will cause physical manipulation <br />of the environment or will produce wastes, 2) modifications to existing equipment or industrial <br />processes, 3) significant demolition, removal or remodeling of existing structures, and 4) timing and <br />duration of construction activities. <br />The Excelsior Group is proposing construction of single-family homes, townhomes and villa homes <br />on approximately 217 acres of land. The proposed project is located in Section 29 of T31, R21, City <br />of Hugo, Washington County, Minnesota (Exhibits 1 & 2), and is generally located east of TH 61 <br />and north of 130t' Street N. <br />Project development will convert approximately 134.6 acres of agricultural fields, woodlands, <br />grassland, and wetland to streets, homes, lawns, landscaping, parkland, trails, and stormwater <br />ponding as shown on the Post -Construction Site Plan (Exhibit 3). Land use within the site will <br />include construction of up to 182 single-family lots, 51 detached townhomes and 91 villa homes. <br />Public streets will service the development including the construction of a new north/south minor <br />collector roadway connecting northwest to 137t' Street N as well as local residential streets to access <br />planned residential housing. Each residential dwelling will be served by City of Hugo sanitary sewer <br />and water systems. No on -site sewage systems and no private wells are proposed. Potential adverse <br />effects on the environment will be mitigated by preserving and creating approximately 56 acres of <br />open space in the form of parks, trails woodlands, and ponds. The project proposes landscaping and <br />buffering along adjacent arterial and major collector roadways to offset possible visual and noise <br />impacts. <br />It is anticipated that the project will be constructed in five phases, with the first phase expected to <br />begin in spring 2017. Full build -out is anticipated by 2021; however, construction timing will <br />ultimately depend upon market conditions. It is anticipated that construction will entail moving <br />approximately 1,100,000 cubic yards of soil. Approximately 154 acres of 217.5 acres will be graded <br />for streets, house pads, and stormwater features. Construction dewatering may be required, and will <br />be conducted on an as -needed and permitted basis to install sanitary sewer, municipal water, and <br />storm sewer. Best Management Practices will be implemented during and after construction to <br />protect water quality and reduce the potential for soil erosion and sedimentation. <br />
