Adelaide Landing Residential Development EAW, Hugo January 31, 2017 <br />Public and private infrastructure improvements will need to be constructed in association with this <br />development. These include but are not limited to: internal roadways, trails, stormwater systems, <br />electrical lines, telephone lines, and continued improvements and upgrades to the sanitary sewer and <br />water supply systems. The superintendents for White Bear Lake (ISD #624) and Mahtomedi (ISD <br />#832) School Districts were contacted regarding the potential for additional students from the <br />project. Mahtomedi School District provided a positive response, and the project proposers have no <br />reason to believe that White Bear Lake has any capacity -related concerns. Regardless, the project <br />proposer has reached out to the district superintendent, who has informed the applicant that the <br />district will review the plans, and be actively involved in the review and response process. <br />The Comprehensive Plan calls for municipal water facilities to be extended into the project area and <br />its vicinity along with two future wells and a 1.5 million gallon water tower to be located outside the <br />project boundary. A looped connection to the water stub in the southwest corner of the project area <br />is also anticipated in future project phases. Two 12-inch water mains are planned within the Project <br />area in the comprehensive plan. The Project area is planned for sanitary sewer service from two <br />sewer districts and the city confirmed that sufficient capacity exists in the city system to support the <br />additional connections of the residential development. Municipal sewer service will be achieved <br />through required trunk sewer additions that will connect to existing infrastructure located near the <br />intersection of 130' Street and Fenway Blvd., southwest of the site. Further review of the municipal <br />utilities will be completed by the city as part of the plan review and approval process. <br />The project will also include construction of a minor collector roadway oriented north to south <br />through the center of the site connecting 137' Street N to the northwest of the site, as well as several <br />local residential streets to access planned residential housing. Impacts related to public <br />improvements directly associated with the proposed development project are discussed throughout <br />this document. <br />A 17.4-acre park is proposed in the central portion of the project area. The park is proposed as an <br />active -use park for resident enjoyment. <br />c. The project will be carried out by a <br />private entity, The Excelsior Group. <br />
