Adelaide Landing Residential Development EAW, Hugo January 31, 2017 <br />11. Water Resources <br />a. Describe surface water and groundwater features on or near the site in a.i. and a.ii. below. <br />i. Surface water - lakes, streams, wetlands, intermittent channels, and county/judicial ditches. <br />Include any special designations such as public waters, trout stream/lake, wildlife lakes, <br />migratory waterfowl feeding/resting lake, and outstanding resource value water. Include water <br />quality impairments or special designations listed on the current MPCA 303d Impaired Waters <br />List that are within I mile of the project. Include DNR Public Waters Inventory number(s), if <br />any. <br />Delineated Wetlands <br />Based on Wetland delineation boundaries provided by Kjolhaug Environmental Services (Kjolhaug) <br />and Westwood, nine wetlands have been identified within the Project boundary. Westwood <br />Professional Services and Kjolhaug conducted delineations in May, August and September 2016 and <br />October 2014, respectively on the subject property to identify jurisdictional lakes, streams, wetlands, <br />intermittent channels, and private ditches. Kjolhaug delineated wetland located in parcel numbers <br />903121240001, 2903121310001, 2903121340001, 290312140001, and 1703121140001 (wetland ID <br />KES 1-4). Westwood delineated wetland boundaries found in parcel number 163-2903121320005 <br />(wetland ID CP 1 and 2) and 163-2903121440003(wetland ID SP1- SP3). <br />Prior to delineating the site, the United States Geological Survey (USGS) Map, the Minnesota <br />Department of Natural Resources (MN DNR) Public Water Inventory Map (PWI), the <br />Washington County Soil Survey Map, the latest version of the National Wetland Inventory <br />(NWI) Map, and the National Hydrography Dataset (NHD) were reviewed. In addition to <br />mapping resources, historical aerial photos were reviewed in agricultural areas of the Project. <br />These areas were reviewed and delineated by Kjolhaug. Kjolhaug reviewed historical photos <br />from three sources covering 25 different years between 1980 and 2013. <br />Wetland boundaries delineated by Kjolhaug were approved by the City of Hugo (WCA LGU) and <br />the U.S. Army Corps of Engineers as identified on Exhibit 7 in May 2015; Wetland KES 4 was <br />determined incidental in 2016. Boundaries delineated by Westwood located in City of Hugo Parcel <br />163-2903121320005 were approved by the City of Hugo (WCA LGU) and the U.S. Army Corps of <br />Engineers in August 2016. Delineation approval for wetlands located on parcel 163-2903121440003 <br />was received December 7, 2016. The agency decision notices approving the wetland delineations <br />are included in Appendix A. Table 11.1 summarizes the water features delineated on the site. <br />Table 11.1.
