Adelaide Landing Residential Development EAW, Hugo January 31, 2017 <br />82026000. A second private ditch system is located within the site and generally flows north <br />towards the DNR public waters wetland. Drainage will be maintained to this ditch through <br />adjacent stormwater ponds, aesthetic ponds, and wetlands. <br />Impaired Waters <br />According to the Minnesota impaired waters inventory and the MPCA's impaired waters viewer <br />(IWAV, accessed 2016), one impaired water Hardwood Creek is located within the Project or within <br />half a mile of the Project. Two impaired waters are located within a mile of the Project and include <br />Clearwater Creek and Bald Eagle Lake. Hardwood Creek is located east of the Project and is <br />impaired for dissolved oxygen; however, it is not in a contributing watershed. Clearwater Creek is <br />located west of the Project and is impaired for Aquatic macroinvertebrate bioassessment and fishes <br />bioassessment. Bald Eagle Lake is located southwest of the Project and is impaired for mercury in <br />fish tissue and nutrient related eutrophication. These are all considered construction related <br />parameters and require additional BMPs for construction activities within a mile of these impaired <br />waters. <br />ii. Groundwater — aquifers, springs, seeps. Include: 1) depth to groundwater; 2) if project is within <br />a MDH wellhead protection area; 3) identification of any onsite and/or nearby wells, including <br />unique numbers and well logs if available. If there are no wells known on site or nearby, explain <br />the methodology used to determine this. <br />Groundwater elevations within the vicinity of the site are around 925 feet above sea level based on <br />The Geologic Atlas of Washington County, Minnesota C-6, Plate 5. Topographic mapping indicates <br />that elevations on the site range from approximately 926 to 940 feet above mean sea level. <br />Consequently, the maximum depth to groundwater is estimated at about 15 feet. Because surficial <br />groundwater is sometimes encountered in seasonally wet areas, the minimum depth to groundwater <br />is estimated at 0 feet. The approximate average depth to groundwater across the site is estimated at <br />about 6 feet. This estimate was calculated by averaging the topographic elevations on the site (931 <br />feet) and subtracting the mapped water table elevation (925 feet). <br />According to MN Department of Health Wellhead Protection Data, the project overlaps with two <br />Wellhead Protection Areas: Hugo South ID # 7090 and Lino Lakes East ID #7100. In general, the <br />project will be designed with wellhead protection in mind, by reducing overall risks to groundwater. <br />The project will provide open spaces within the wellhead protection area. The project will also <br />properly abandon existing wells and septic systems to further promote groundwater resource <br />protection. <br />No new water wells are planned for the project. The Minnesota Well Index indicates there is one <br />registered well within the project site, Unique Well No. 674743 (Arcand, Howard domestic well). <br />The CWI is accessed through the Minnesota Department of Health (MDH). Other Unique Well <br />numbers identified nearby, but outside, the project area include: 413574 (Atkinson, Dean domestic <br />well), 494957 (Peltier, Thedora domestic well), 196268 (Peltier, Kevin and Jean domestic well), <br />142050 (Charpentier, Bruce domestic well), 404269 (Metropolitan Steel domestic well), and 130802 <br />(Total Packaging, Inc. domestic well). <br />b. Describe effects from project activities on water resources and measures to minimize or mitigate the <br />effects in Item b.i. through Item b.iv. below. <br />i.
