Adelaide Landing Residential Development EAW, Hugo January 31, 2017 <br />Surface/Groundwater Appropriations and Dewatering <br />The project is not proposing new water wells, and it is not anticipated that surface waters will be <br />appropriated in quantities requiring a permit. According to the CWI record, one well exists on <br />the site. Well No. 674743 is an 85-foot deep domestic well, which was completed in 2002 <br />(Appendix B). This well will be abandoned in accordance with Minnesota Department of <br />Health (MDH) regulations, and with the necessary permits and approvals. If other active or <br />inactive wells are discovered on the property, they will be field -located, abandoned, and sealed <br />in accordance with MDH regulations prior to site development. <br />Dewatering will become necessary if surficial groundwater is encountered during utility <br />installation. According to data gathered from Unique Well No. 674743, upon installation in <br />August of 2002, static groundwater levels in the southern part of the property are approximately <br />12 feet below grade. <br />The quantity and duration of potential construction dewatering is not known at this time, but it is <br />expected that necessary dewatering for construction will be temporary. If groundwater is <br />encountered during utility installation, it will be discharged to temporary sediment basins located <br />within the project site. <br />If construction dewatering and pumping from the proposed development exceeds the 10,000- <br />gallon per day or 1,000,000 gallons per year thresholds, a DNR Water Appropriation Permit will <br />be obtained. If it becomes apparent that construction dewatering will not exceed 50 million <br />gallons in total and duration of one year from the start of pumping, the contractor or project <br />proposer will apply to the DNR Division of Waters for coverage under the amended DNR <br />General Permit 97-0005 for temporary water appropriations. It is not anticipated that <br />construction dewatering or pumping from the proposed development will be extensive or <br />continue long enough to require a permit from the DNR, or impact nearby domestic or municipal <br />wells. <br />Connection to a public water supply system <br />The City of Hugo currently has six wells for municipal use, which are permitted under the DNR <br />Water Appropriations Permit Numbers listed in Table 11.2, of which 5 are active. The City of <br />Hugo also has three additional Water Appropriations Permits (2010-0445, 2015-2706, 2016- <br />0392) for non -crop irrigation use within a mile of the property. <br />Table 11.2.
