Adelaide Landing Residential Development EAW, Hugo January 31, 2017 <br />The wells range in depth from 201 to 355 feet deep, and draw water from the Prairie Du <br />Chien/Jordan aquifer and the Franconia -Ironton -Galesville formation (2008 LWRMP). The <br />city's DNR water appropriations permit allows a total system pumping capacity of 650 million <br />gallons per year (MGY). <br />Three of the six wells (bolded table 11.2) are located within one mile of the property and <br />combined allow for a pumping capacity of 1,300 MGY. According to DNR Water <br />Appropriation records as of 2015, the city reported pumping 102 MGY (average 0.28 million <br />gallons per day) from these three wells. <br />The estimated average water demand for the proposed development is 35.6 MGY (97,654 GPD) <br />based on the assumption that consumption is approximately 110 percent of wastewater <br />generation (see Item 11). The summertime peak factor in the city of Hugo over the past 10 years <br />has averaged 3.53. Consequently, the peak flow is estimated at (97,654 X 3.53 = 344,719 GPD). <br />No water supply issues are anticipated as a result of adding the development to the city's water <br />supply system. <br />Water will be supplied to the development via the Hugo municipal water supply system. <br />According to Hugo's Comprehensive Water Supply and Distribution Plan, future development in <br />the area will be supplied by a 12-inch watermain. The project will join with the existing 12-inch <br />watermain on 130t' Street N, which connects to a water tower on Falcon Avenue N. A 1.5 <br />million gallon water tower is also noted in the comprehensive plan to the south of the project <br />area. A fire flow analysis will be completed if deemed necessary by City Engineering staff and <br />the watermain piping will be sized accordingly. <br />iv. Surface Waters <br />a) Wetlands - Describe any anticipated physical effects or alterations to wetland features <br />such as draining, filling, permanent inundation, dredging and vegetative removal. <br />Discuss direct and indirect environmental effects from physical modification of <br />wetlands, including the anticipated effects that any proposed wetland alterations may <br />have to the host watershed. Identify measures to avoid (e.g., available alternatives that <br />were considered), minimize, or mitigate environmental effects to wetlands. Discuss <br />whether any required compensatory wetland mitigation for unavoidable wetland impacts <br />will occur in the same minor or major watershed, and identify those probable locations. <br />The project will involve minor physical alterations of wetlands within the subject <br />property. Unavoidable wetland impacts are anticipated to be limited to <br />approximately 1.50 to 2.20 acres of fill, and are primarily associated with 3 <br />locations necessary to allow for safe ingress and egress on the project. Otherwise, <br />housing, ponding, and open space have been placed in a manner that substantially <br />avoids impacts to water resources. <br />Water resources within the project area will be regulated under: <br />The Minnesota Wetland Conservation Act of 1991, as amended, administered in <br />this area by the City of Hugo, and <br />The RCWD Rules: Floodplain Alteration, Wetland Alteration, Erosion and <br />Sediment Control Plans, Stormwater Management Plans, and Drainage Systems. <br />22 <br />
