Hugo City Council Meeting Minutes for April 17, 2017 <br />Page 5 of 9 <br />Public Hearing on Application for Off Sale Liquor License for Ksiall Company, dba MGM <br />Wine and Spirits of Hugo <br />A public hearing had been scheduled for this evening to consider the application of Ksiall <br />Company, dba MGM Wine & Spirits of Hugo, for an Off -Sale Liquor License to operate a liquor <br />store in the former Rick's Liquor building at 5441 140th Street North. The applicant had <br />submitted the appropriate Certificate of Liability Insurance for liquor, paid the $500 application <br />fee, and successfully completed the background check. Included in the Council packet were <br />written comments from Terry Sager, owner of Sager Liquor located at 14849 Forest Boulevard <br />North, stating his opposition to the issuance of the license due to the number of off -sale liquor <br />stores already in Hugo. Staff recommended Council approve the application for MGM Wine & <br />Spirits of Hugo subject to receipt of the prorated license fee. <br />Victor Shevchuk, 5141 Fairpoint Drive North, said he also has owned the MGM if Forest Lake <br />for the past seven years and has lived in Hugo since 2014. Victor said he plans to open the Hugo <br />store by May 1, 2017. <br />Weidt opened the public hearing. <br />John Arcand, a Forest Lake resident, said his nephew was employed by him, and he supported <br />the liquor store. <br />There were no other comments, and Weidt closed the public hearing. <br />Klein made motion, Miron seconded, to recommend approval of the Liquor License MGM Wine <br />& Spirits in Hugo. <br />Chuck addressed the comments of Terry Sager. He talked about disasters in economy caused by <br />government meddling in private businesses. Haas stated he felt it is the marketplace's role to <br />deciding who the public wants to patronize, and the City has worked to make Hugo a business <br />friendly city. <br />Ayes: Petryk, Haas, Miron, Klein Weidt. <br />Nays: None •. <br />Motion carried. . <br />Statement for Adelaide Landing and Approve Wetland Replacement Plan for Adelaide <br />Landing and Approve Resolution for Preliminary Plat and Planned Unit Development <br />(PUD) for Adelaide Landing <br />Planner Rachel Juba began by informing the Council and audience that she had been contacted <br />by the applicant who requested to remove approval of the preliminary plat and planned unit <br />development from the agenda. The applicant was still looking for approval of the negative <br />declaration for an Environmental Impact Statement and Wetland Replacement Plan. <br />
