H.1 Approve Resolution for Preliminary Plat and Planned Unit Development (PUD) for <br />Adelaide Landing <br />The Hugo City Council tabled this item at its April 3, 2017 meeting at the request of the applicant. <br />The Excelsior Group, LLC, is requesting approval of a Preliminary Plat and Planned Unit <br />Development (PUD) for a residential development. The property totals 216.6 acres and is <br />comprised of seven parcels. The preliminary plat includes 319 single family residential lots and <br />10 outlots to be known as "Adelaide Landing". The PUD General Plan proposed to be rezoned <br />from Single Family Detached Residential (R-3) to Planned Unit Development (PUD). The <br />property includes wetlands and floodplain for a total buildable acreage of 146.2 acres. At its <br />March 23, 2017, meeting the Planning Commission considered and held a public hearing on the <br />request. Staff recommends approval of the preliminary plat and PUD. The Planning Commission <br />made a recommendation to the City Council to approve the ordinance to rezone to PUD, <br />resolution for the preliminary plat, and resolution for PUD. <br />H.2 Approve Plans and Specifications, and Authorize Advertisement of Bids for the <br />Water's Edge Stormwater Reuse Proiect <br />City staff has been working with the homeowners' association at Water's Edge to develop a use <br />agreement for stormwater irrigation from a nearby pond. This project includes the portion of the <br />Water's Edge development south of Evergreen Drive and north of Frenchman Road. The Rice <br />Creek Watershed District and the Metropolitan Council have provided grant funds to assist with <br />the cost of this project. City Engineer Mark Erichson will provide a brief update and request <br />approval of plans and specifications, and authorize advertisement of bids. <br />H.3 Update on April 19, 2017 Comprehensive Plan Open House <br />An open house to begin the visioning process on the 2040 Comprehensive Plan update was <br />held on Wednesday, April 19, 2017. Approximately 130 people attended and the City <br />received many comments. Staff will provide an update to the Council on the open house. <br />L.l Update on the Yellow Ribbon Network <br />Council Members Chuck Haas and Phil Klein will update the Council on the activities of the <br />Yellow Ribbon Network to date. <br />M.1 Schedule Annual Performance Review for City Administrator Bryan Bear <br />Bryan Bear has been employed with the City since May 3, 2004. Bryan served as the Community <br />Development Director until being appointed the City Administrator on November, 7, 2011. Staff <br />requests Council schedule the annual performance review for City Administrator Bryan Bear. <br />N. Adiournment <br />
