Page 4 <br />management and water use, and felt the housing type was in demand. The Planning Commission <br />and City Council provided the following comments: <br />• They felt that the use of the City owned outlot for stormwater ponding, a passive area of <br />the park, and trails, was a positive amenity for the development and surrounding area. <br />They were comfortable with the use of the outlot. In addition, they suggested a full size <br />playground in the active park area, since there are so many homes that are proposed to be <br />built within the development. <br />• They recommended to update 130th Street to an urban collector roadway per the <br />Comprehensive Plan with the proposed development. They encouraged the trail along the <br />road to be constructed at that time. <br />• They stated the developer should provide significant buffers, including landscaping, along <br />Highway 61 and 130th Street. <br />• They had a desire to preserve the significant stands of trees within the development. <br />• They appreciated the proposal for a stormwater reuse system for irrigation. <br />• They had concerns on the long road connecting the north and south ends of the <br />development. <br />• They also had concerns about the 45 foot wide lots proposed and wanted more <br />information on the product type that would be built on the lots. <br />There were five residents that spoke during the sketch plan review meeting. One stated the sketch <br />plan showed exactly the project needed for this lot and that it is better than past proposals for this <br />lot. The other residents voiced concerns on the following: <br />• The proposed density of the project. <br />• The proposed lot size and lot width in relation to the allowance in the R-3 zoning district. <br />• Traffic <br />o Potential for cut -through traffic on 137th Street <br />o Additional traffic along 130th Street <br />• The location of stormwater ponds in relation to the existing homes in regards to flooding, <br />bugs, and odors. <br />• They wanted to ensure that the Commissions and City Council kept the neighboring <br />properties in mind during the approval process. <br />The Parks Commission also reviewed the sketch plan, at that time, and provided informal <br />comments in regards to trails, park improvements, and park dedication. In general the Parks <br />Commission liked the proposal, but realized there are several details to work out. The Parks <br />Commission provided the following comments: <br />• They liked the trails within the development and encouraged additional connections from <br />the adjacent neighborhoods to the active park area. <br />• They encouraged the trail along the north side of 130th Street to be constructed with the <br />development. <br />
