The Planning Commission and City Council provided the following comments: • They felt that the use of the City owned outlot for stormwater ponding, a passive area of the park, and trails, was a positive amenity for the development and surrounding area. They were comfortable with the use of the outlot. In addition, they suggested a full size playground in the active park area, since there are so many homes that are proposed to be built within the development. • They recommended to update 130th Street to an urban collector roadway per the Comprehensive Plan with the proposed development. They encouraged the trail along the road to be constructed at that time. • They stated the developer should provide significant buffers, including landscaping, along Highway 61 and 130th Street. • They had a desire to preserve the significant stands of trees within the development. • They appreciated the proposal for a stormwater reuse system for irrigation. • They had concerns on the long road connecting the north and south ends of the development. • They also had concerns about the 45 foot wide lots proposed and wanted more information on the product type that would be built on the lots. There were five residents that spoke during the sketch plan review meeting. One stated the sketch plan showed exactly the project needed for this lot and that it is better than past proposals for this lot. The other residents voiced concerns on the following: • The proposed density of the project. • The proposed lot size and lot width in relation to the allowance in the R-3 zoning district. • Traffic o Potential for cut -through traffic on 137th Street o Additional traffic along 130th Street • The location of stormwater ponds in relation to the existing homes in regards to flooding, bugs, and odors. • They wanted to ensure that the Commissions and City Council kept the neighboring properties in mind during the approval process. The Parks Commission also reviewed the sketch plan, at that time, and provided informal comments in regards to trails, park improvements, and park dedication. In general the Parks Commission liked the proposal, but realized there are several details to work out. The Parks Commission provided the following comments: • They liked the trails within the development and encouraged additional connections from the adjacent neighborhoods to the active park area. • They encouraged the trail along the north side of 130th Street to be constructed with the development.
