Page 13 <br />done a good job in locating the park in a central area for access not only for this proposed <br />development, but existing adjacent neighborhoods. <br />The developer is proposing to dedicate 7.8 acres of land for the purposes of a public park in <br />combination with paying parkland dedication fees. Parkland dedication of 14.6 acres is required, <br />therefore the proposed dedication of 7.8 acres of satisfies 53% of the requirement. The <br />remaining 47% would be satisfied through fees. Currently, the park dedication fee is $2,400 per <br />unit and would therefore be $1,128 per unit or $359,832 in total. <br />The developers is proposing their park improvements to the park in phases. Staff is <br />recommending the developer installed improvements to be completed with the first 2 phases of <br />the development. <br />Phase 1 will include: <br />• grading and seeding the city -owned outlot and the areas south of the power line easement, <br />which park area showing a soccer field. <br />Phase 2 will include: <br />grading and seeding of the area north of the powerlines, which includes the north active <br />park area. <br />installation of trails, boardwalks and landscaping in the city -owned outlot and all park <br />areas. <br />The Parks Commission will consider the applicants park dedication proposal at its March 22, <br />2017, meeting. Staff is recommending that the Parks Commission support the off -road trail <br />improvements and park landscaping and grading. Staff is also recommending that the Parks <br />Commission have discussion on the City's option to construct the remaining park improvements <br />(playground, parking areas, and park shelter, etc.) to be continued at a future meeting. Staff is <br />recommending that the Parks Commission approve the park dedication proposal in the amount of <br />7.8 acres and $1,128 per unit ($359,832 for 319 units). <br />Staff will provide an update to the Planning Commission on the discussion and recommendation <br />from the Parks Commission on the park dedication proposal. <br />Drainage and Utility Easements <br />There are a number of Outlots included as part of the plat. Outlots that contain stormwater ponds <br />and/or park are proposed to be deeded to the City; the remainder of the Outlots should include <br />drainage and utility easements. <br />Utilities <br />Water service is available to the site via existing watermains adjacent to the development <br />property. The water system will be looped through the development and will be extended to the <br />plat boundaries for future development. A portion of the water system may qualify for oversize <br />
