Resolution 2017-11 <br />Page 2 <br />i. The developer and the City shall enter into an agreement on a cost <br />sharing formula for the reconstruction of 130th Street. <br />ii. The developer shall provide one-third of the construction cost in <br />escrow money to the City or other payment method approved by <br />the City for the improvements to 130th Street per the cost sharing <br />agreement. <br />iii. The developer shall work with the City on the final layout of the <br />Villa homes on the western portion of the plat. <br />iv. Park improvements: <br />1. Grading and seeding within the City owned outlot (Oulot <br />A, County Ponds) and the area south of the powerline <br />easement. This shall be completed by and paid for by the <br />developer. <br />b. Phase 2 shall include: <br />i. The developer shall provide one-third of the construction cost in <br />escrow money to the City or other payment method approved by <br />the City for the improvements to 130th Street per the cost sharing <br />agreement. <br />ii. Park improvements: <br />1. Grading and seeding on Outlot C, within the area north of <br />the powerline easement. This shall be completed by and <br />paid for by the developer. <br />2. An 8' bituminous trail, boardwalk, and landscaping shall be <br />installed within all of Outlot C. Final location of the trail <br />and boardwalk shall be reviewed and approved by staff <br />prior to installation. This shall be constructed by and paid <br />for by the developer. <br />c. Phase 3 shall include: <br />i. The entire length of 1301h Street, from T.H. 61 to Goodview <br />Avenue, shall be constructed as an urban section roadway to City <br />street standard, with an 8 foot wide bituminous trail on the north <br />side, and the first layer of bituminous prior to issuance of a <br />Certificate of Occupancy for the 1 st building. <br />1. This improvement shall include increase in the forcemain <br />size that connects the development to the 130th Street lift <br />station. <br />ii. The developer shall provide one-third of the construction cost in <br />escrow money to the City or other payment method approved by <br />the City for the improvements to 130th Street per the cost sharing <br />agreement. <br />d. Prior to the issuance of a building permit for any lot north of Lot 1, Block <br />15, the entire length of Street 1 to Street 2 shall be constructed with the <br />
