Hugo City Council Meeting Minutes for May 15, 2017 <br />Page 6 of 7 <br />trees will be removed as necessary, giving priority to those that pose a public hazard. Staff <br />decides on a case by case basis if trees should be treated or removed. The City is scheduling a <br />wood debris cleanup day to be held in late October or early November at the Public Works <br />building. He provided information on when trees can be cut, stating diseased wood can be <br />burned per the City's burning regulations. He also noted that that Washington County is in a <br />quarantine zone, and wood is not to be transported outside of the County. Bear stated that some <br />cities have passed diseased tree ordinances that would require a tree to be removed if it is <br />diseased. They also provide for the city to assess the property owner if the work is done by the <br />city. Bryan recognized the burden an ordinance like that could pose on a property owner of a <br />large lot with several diseased trees. Other cities have adopted hazardous tree ordinances that <br />would require trees to be cut down if they pose any hazard. Staff has not fully examined the <br />options, and the disease is relatively new to the Hugo area. The City has put information on its <br />website, and staff has been trained on EAB. <br />Update on the Yellow Ribbon Network <br />Council Member Chuck Haas and Phil Klein reported to Council on the City of Hugo's Yellow <br />Ribbon Network activities. Haas spoke about the action track chair that was used by a military <br />member for a 5K cancer fundraiser. Next week is hamburger night sponsored by Xcel Energy, <br />and veterans from Keystone Place will be attending. The YRN is planning another packing <br />event to send to care packages to Romania. The Network appreciated the donations from the <br />Hugo Lions and the Bald Eagle Sportsman's Club that will help fund care packages and other <br />events. The Minnesota Military Family Foundation will be holding a charity shoot at Wild <br />Wings. Gail Springboard from the Army Survivor Outreach Services is currently in South <br />Carolina on a retreat presented to her by the YRN in recognition of her work. Blattner Energy <br />was nominated for the Seven Seals Award. All Yellow Ribbon Networks in Washington County <br />will gathering for their annual picnic at the Big Marine Vets Camp. <br />Comprehensive Plan Workshop on Tuesday, May 16, 2017 <br />City Administrator Bryan Bear reminded Council that a Comprehensive Plan Workshop had <br />been scheduled during the regular EDA meeting of Tuesday, May 16, 2017, at 5 p.m. with the <br />Urban Land Institute who will talk about economic competitiveness. <br />Glamos Wire Open House on Thursday, May 18, 2017 <br />City Administrator Bryan Bear reminded Council that a meeting had been scheduled to attend <br />the Glamos Wire Products Open House on May 18, 2017 at 3:30 p.m. <br />Retirement Celebration for White Bear Lake Superintendent of Schools Dr. Michael Lovett on <br />Monday, June 5, 2017 <br />City Administrator Bryan Bear informed Council that a retirement celebration will be held for <br />Superintendent Dr. Michael Lovett on Monday, June 5, 2017 from 3:30 — 6:30 p.m. at Mariner <br />Atrium & Theater, located at the White Bear Lake South Campus, 3551 McKnight Road. <br />
