Hugo City Council Meeting Minutes for May 15, 2017 <br />Page 5 of 7 <br />Approve Resignation of Community Development Assistant Rachel Leitz <br />Haas removed this item from the Consent Agenda to recognized Community Development <br />Assistant Rachel Leitz for all the work she had done while employed by the City of Hugo. <br />Rachel had accepted a job in the state of Iowa and had submitted her letter of resignation. <br />Weidt made motion, Haas seconded, to accept the resignation of Rachel Leitz effective June 9, <br />2017. <br />All Ayes. Motion carried. <br />Approve Resolution Approving Site Plan for Western Spring — 5118 130th St. N. <br />Klein removed this from the Consent Agenda to recognize Western Spring Manufacturing's <br />business expansion. Western Spring had requested approval of a site plan to allow construction <br />of approximately 35,000 square feet of industrial building on a 4.71 -acre property located at <br />5118 130th Street North. As its April 27, 2017 meeting, the Planning Commission reviewed the <br />site plan and unanimously recommended Council approve it. <br />Earl Gebauer, contractor with Shaw Construction, was present along with the property owner Joe <br />Alstatt and his sons Alex and Ben, who said are the fourth generation to work in the business <br />making springs, clips, and other wire products. It was stated that they have grown out of the <br />buildings and had purchased additional property a few years ago in anticipation of expansion. <br />There are currently 15-18 employees, but changes in manufacturing and automation will not <br />have as much of an impact on employment as it once did. The Council thanked them for <br />expanding their business in Hugo and wished them success. <br />Weidt made motion, Klein seconded, to approve RESOLUTION 2017-14 APPROVING A <br />SITE PLAN FOR WESTERN SPRING MANUFACTURING FOR AN INDUSTRIAL <br />BUILDING ON PROPERTY LOCATED NORTH OF 130TH STREET NORTH AND EAST OF <br />FENWAY BOULEVARD. <br />All Ayes. Motion carried. <br />Update on Emerald Ash Borer <br />City Administrator Bryan Bear informed Council that the Minnesota Department of Agriculture <br />(MDA) had alerted the City of Hugo that Emerald Ash Borer (EAB) was found in an ash tree <br />located inside the City limits. The MBA provided a presentation on EAB to staff on May 11, <br />and Bryan shared the information with Council. <br />Bear stated that Hugo had been designated as an infested area, and more trees will become <br />infested if they are not treated. Under 11% of trees in Hugo were Ash, and he described what the <br />trees looked like and how the damage occurs. He provided information on what should be done <br />if residents thought they may have infested trees. Private trees are handled privately; there is no <br />funding available. The City does have a management plan for trees located on City property, and <br />
