Gopher State Ministorage Site Plan <br />Page 2 <br />The properties to the east and south are part of the Peloquin Industrial Park. The properties are <br />zoned General Industrial (I-3) and are generally occupied by industrial businesses, however there <br />are some single family homes located within the General Industrial zoning district to the south. <br />The properties to the north are zoned General Business (C-2) and are occupied by single family <br />homes. The property to the west, across TH 61, is zoned Single Family Detached Residential <br />(R-3) and currently has a single family home with some agricultural activities occurring on the <br />property. <br />B. Existing Site Characteristics <br />The 3.27 acre property does contain some challenges in regards to an existing drainage ditch, <br />floodplain, high ground water, wetlands, right-of-way dedication, and a sanitary sewer pipe <br />going through the property. The site has been farmed for several years and is relatively flat with <br />trees along the east property line. <br />4. BACKGROUND: <br />The site is generally located north of 152"d Street and east of TH 61. The applicant is proposing <br />to construct seven (7) buildings for a total of 21,700 square feet for a ministorage facility. The <br />proposed buildings are requested to be a variety of sizes with varying unit sizes. The site is <br />proposed to be run completely electronically with no property management on site. <br />5. ANALYSIS: <br />A. Level of City Discretion in Decision -Making <br />The City's discretion in approving or denying a site plan is limited to whether or not the <br />proposed project complies with the Comprehensive Plan and Zoning Ordinance requirements. If <br />it meets these standards, the City must then approve the site plan. <br />B. Consistency with Ordinance Standards <br />Site Plan <br />Phasing Plan <br />The proposed development is planned to be constructed in two phases. Phase one would include <br />the grading and construction of the storm sewer for the entire site as well as construction of the <br />stormwater basin. The applicant has indicated they will then place curb and gutter, bituminous <br />paving, and restoration associated with phase one. The applicant plans to construct four (4) <br />buildings in phase one, as well as install all landscaping and fencing associated with phase one. <br />Phase two would include the placing of curb and gutter, bituminous paving, and restoration <br />associated with phase two. The applicant plans to construct the final three (3) buildings in phase <br />two, as well as install all landscaping and fencing associated with phase two. <br />
