G II <br />Memorandum <br />To: Hugo City Council <br />From: City Clerk Michele Lindau <br />Date: May 30, 2017 <br />Re: Special Event Permit for Tough Mudder at Wild Wings Game Farm on July 14-16 <br />1. BACKGROUND: <br />Tough Mudder has submitted an application for a Special Event Permit to hold a three-day <br />endurance sport event at Wild Wings Game Farm on July 14-16, 2017. Tough Mudder is a for <br />profit company located in Brooklyn, New York, who holds approximately 50 events <br />throughout the United States, Canada, United Kingdom, and Australia. This requires a Special <br />Event Permit approved by Council because there will be approximately 9,000 run participants <br />plus spectators, impacts to public streets, use of an amplified sound system, and alcohol <br />served. <br />2. DESCRIPTION OF EVENT: <br />Participants will run a 10-12 mile course with approximately 22 obstacles throughout the Wild <br />Wings Game Farm property located at the southeast comer of Irish Avenue and 152nd Street. <br />There will be approximately 9,000 participants and 3,000 spectators attending this event over <br />the weekend. This event is similar to the one held at the same location in 2016 with the addition <br />of an event called the Tough Mudder X to be held on Friday. The Tough Mudder X is an elite <br />fitness competition for professional athletes that will be filmed. <br />The event is outlined in detail below. <br />• Parking and Impacts to traffic <br />The applicant has contracted with a professional parking management company to <br />manage parking operations including lot layout, signage, cash collection, and directing <br />of cars. <br />In 2016, there were impacts to traffic with the stacking of cars on local streets, <br />specifically Egg Lake Rd. (CSAR 8), Homstead Ave., and Hyde Ave. Tough Mudder <br />organizers attributed it to inefficient parking procedures. In 2016, all vehicles were <br />parked in one lot (Atkinson's gravel pit property) which is large enough for <br />approximately 3,220 vehicles. Money was collected in one lane of ingress and there <br />were premium and general parking areas that cars were directed to. This year, there <br />are plans for three ingress lanes, removal of the premium lot, and an additional ten <br />acre lot for parking on property located on the west side of Irish Ave., just south of <br />
