Hugo City Council Meeting Minutes for June 5, 2017 <br />Page 4 of 8 <br />Approve Withdrawal of Community Development Assistant Rachel Leitz's Letter of <br />Resignation <br />At its May 15, 2017 meeting, Council approved the resignation of Community Development <br />Assistant Rachel Leitz, who had a job offer in Iowa. Rachel has since decided against accepting <br />the position and wished to remain employed with the City of Hugo. Adoption of the Consent <br />Agenda approved the withdrawal of Rachel Leitz's letter of resignation. <br />Approve Site Plan for Gopher State Ministorne <br />Minnesota Built Third Edition, Inc. is requesting approval of a site plan to construct seven (7) <br />buildings totaling 21,700 square feet for a ministorage facility to be known as Gopher State <br />Ministorage. The 3.27 acre lot is generally located north of 152nd Street and east of Forest <br />Boulevard within the Peloquin Industrial Park. At its May 25, 2017 meeting, the Planning <br />Commission considered the site plan request for Gopher State Ministorage. The Commission <br />recommended approval of the site plan application, subject to the conditions listed in the <br />resolution. Adoption of the Consent Agenda approved RESOLUTION 2017-15 APPROVING <br />A SITE PLAN FOR A MINISTORAGE FACILITY ON PROPERTY LOCATED NORTH OF <br />152ND STREET NORTH AND EAST OF TH 61, and RESOLUTION 2017-16 APPROVING <br />AN ENCROACHMENT FOR A MINISTORAGE FACILITY TO ALLOW CONSTRUCTION <br />OF SITE IMPROVEMENTS WITHIN A ROADWAY AND UTILITY EASEMENT ON THE <br />PROPERTY LOCATED NORTH OF 152ND STREET NORTH AND EAST OF TH 61. <br />Approve Ordinance Modifying Parking Ordinance <br />In reviewing the zoning code, staff had found the existing parking requirements to be quite <br />excessive based on the City's experience with the typical demand for parking associated with <br />various uses and also when compared with ordinances in other communities. In addition to the <br />review of the parking requirements for each use, the Ordinance Review Committee (ORC) <br />reviewed the entire ordinance and made recommendations on revisions. At its May 25, 2017 <br />meeting, the Planning Commission held a public hearing and considered the parking ordinance <br />revisions. There was no one that spoke during the public hearing. Staff recommended approval <br />of the revisions to the parking ordinance. The Planning Commission generally liked the revisions <br />and made a recommendation to approve the revisions to the ordinances to the City Council. <br />Adoption of the Consent Agenda approved ORDINANCE 2017-482 REPEALING HUGO <br />CITY CODE, CHAPTER 14, ARTICLE I, IN GENERAL, SECTION 14-1 PARKING <br />RESTRICTIONS FOR SNOW REMOVAL AND FOR TRAILERS AND CHAPTER 78, <br />SECTION 78-2 PARKING RESTRICTIONS FOR SNOW REMOVAL AND FOR TRAILERS; <br />and ORDINANCE 2017-483 AMENDING CHAPTER 90, ARTICLE V, ENVIORNMENTAL <br />PROTECTION, SECTION 90-181 LANDSCAPING, AND ARTICLE VI, SECTION 90-222 <br />DRIVEWAYS AND SECTION 90-253 PARKING AND LOADING AND TO REPEAL <br />SECTION 90-271 LARGE RECREATIONAL EQUIPMENT PARKING AND STORAGE. <br />Approve Ordinance Regulating Swimming Pools <br />City staff had been receiving many inquiries regarding Hugo's swimming pool requirements. <br />The City does not have an official ordinance related to these requirements and had been <br />following building code requirements and setbacks related to accessory structures when <br />
