Any use not in the parking requirements in this section shall be assigned a <br />parking requirement by the Community Development Director or designee <br />(4) Parking Deferment. A portion of the parking area required under this section may be <br />remain unimproved until such time as the City Council deems that it must be improved to <br />adequately serve the parking demand. Such delayed construction of parking may be <br />permitted only after the City Council is satisfied that the initial occupancy of the premises <br />will be adequately served by the lesser number of parking spaces and only after approval <br />of a final development plan clearly indicating the location, design, traffic circulation, and <br />other development requirements of the deferred parking. The land area shall be <br />delineated for future parking and shall be brought to finish grade and landscaped, and <br />shall not be used for building, storage, loading or other purposes. <br />a. The applicant shall enter into a development agreement or other agreement approved <br />by the City Council, to be recorded against the property, which includes a clause <br />requiring the owner to install the additional parking spaces, upon a finding of the <br />Community Development Director or designee that such additional parking spaces <br />are necessary to accommodate the use. <br />(5) Shared Parking. Parking facilities for a combination of buildings, structures, or uses may <br />be provided collectively in any zoning district provided that the total number of spaces <br />provided shall equal the sum of the separate requirements of each use. A lesser number of <br />parking spaces than required for each use may be allowed with approval by the <br />Community Development Director or designee, provided that each use is compatible in <br />regards to peak parking periods. Shared curb cuts and access drives shall be encouraged. <br />Where shared parking and accesses are utilized, easements and maintenance agreements <br />shall be placed on the shared areas and recorded against the properties. <br />(f) Shoreland District. <br />7 <br />
