Ordinance 2017-483 Parking and Loading <br />Page 8 of 10 <br />(1) Within the shoreland district of the City, parking areas, driveways, access roads and <br />loading areas shall meet the following: <br />a. Designed and constructed to make use of existing natural vegetation and topography <br />to screen such facilities from view of the public waterbody, as much as feasible. <br />b. Setback from the ordinary high water level (OHW) to the same extent required for <br />structures in subsection 90-137 (1). <br />c. Constructed to avoid bluff impact zones and shore impact zones. <br />(g) Prohibited Parking. <br />(1) Parking Restrictions for Vehicles and Trailers. <br />a. In order to expedite the prompt and efficient removal of snow from the streets of the <br />city it is unlawful for any person to stop, stand or park any vehicle or trailer or permit <br />the same to stand on any street within the city between the hours of 2:00 a.m. and <br />7:00 a.m. from November 1 until March 31 of the following year. At all times of the <br />year it is unlawful for any person to stop, stand or park any vehicle or trailer or permit <br />it to stand on any public street within the city between the hours of 2:00 a.m. and 7:00 <br />a.m. after a continuous or intermittent snowfall, during which there has been an <br />accumulation of two inches or more of snow on any street, until the snow has been <br />plowed or removed to the full width of the street. <br />b. No person shall park any vehicle or trailer on any street within the City for an excess <br />of 72 hours. <br />c. Vehicles and trailers may be parked in the front yard, provided it is kept on an <br />established driveway, and is entirely on the equipment owner's property. <br />d. Within any residential zoning district, parking of any vehicle or trailer exceeding <br />9,200 pounds licensed gross vehicle weight on any property or public street is <br />prohibited, except under the following conditions: <br />1. Vehicles lawfully delivering goods, products, or services to a property may be <br />parked for a reasonable period of time on the property or adjacent street to deliver <br />such goods, products or services. <br />2. Vehicles used in construction activities may be parked or stored on the site of <br />such construction activities for a reasonable period of time to complete the work. <br />Parking of these vehicles on a city street is allowed only by permit issued by the <br />city engineer. <br />3. Vehicles primarily used in the conduct of agricultural activities may be parked on <br />the property where the agricultural activities are undertaken, or the farmstead of <br />the vehicle owner. <br />e. Any vehicle parked in violation of these sections more than two times in any 30 -day <br />period may be towed pursuant to Minn. Stats. § 169.041. Violation of this section <br />shall constitute a petty misdemeanor. <br />(2) Large Recreational Vehicles. As defined under Section 90-1. <br />
