Resolution 2017-15 <br />Page 2 of 3 <br />d. Drainage and utility easement shall be granted to the City over the stormwater ponding areas, <br />wetland areas, and sewer pipe. This shall be reviewed and approved by City staff prior to the <br />recording of the document at Washington County. <br />e. An encroachment agreement shall be executed between the City and the applicant for grading <br />and landscaping. <br />4. The prcliminary phasing plan is generally approved. <br />a. Phase one (1) shall include: <br />i. The grading of the entire site, construction of the stormwater basin, installation of storm <br />sewer, and construction of four (4) buildings. <br />i. The applicant shall be required to construct the storm sewer for the entire site and <br />grade the entire site prior to the certificate of occupancy on the 1St building in <br />phase one. <br />ii. The applicant shall be required to construct the stormwater basin prior to the <br />certificate of occupancy on the 1 St building in phase one. <br />iii. The applicant shall be required to place curb and gutter, bituminous paving, and <br />restoration associated with phase one prior to the certificate of occupancy on the <br />1 St building in phase one. <br />iv. The applicant shall install all landscaping and fencing associated with phase one <br />prior to the certificate of occupancy for the 4th building in phase one. <br />b. Phase two (2) shall include: <br />i. The construction of the final three (3) buildings, completion of the curb and asphalt, and <br />the completion of the fencing. <br />i. The applicant shall be required to place curb and gutter, bituminous paving, and <br />restoration associated with phase two prior to the certificate of occupancy on the <br />1St building in phase two. <br />ii. The applicant shall install all landscaping and fencing associated with phase two <br />prior to the certificate of occupancy for the 3'd building in phase two. <br />5. A Letter of Map Amendment (LOMA) shall be obtained from FEMA removing the building site <br />from the 100 -year floodplain. <br />6. Units are to be used for dead storage only. Units are not to be used for retailing, auto repair, <br />human habitation, or any commercial activity. <br />7. No exterior storage is allowed. <br />
