The engineer's estimate was $402,800. The overall project cost was <br /> $471,600. The City did receive grant funding of$230,000 leaving the City cost at $241,600 to <br /> come from the stormwater fund. <br /> Petryk made motion, Klein seconded, to award the bid to Peterson Companies in the amount of <br /> $347,900. <br /> All Ayes. Motion carried. <br /> Public Hearing on the Issuance of Therapy Facilities Revenue Bonds —Minnesota Autism <br /> Center Proiect <br /> At the May 1, 2017, City Council meeting, the Council adopted a resolution calling for a public <br /> hearing on a proposal to Issue Therapy Facilities Revenue Bonds in an amount of no more than <br /> $5.1 million, on behalf of the Autism Opportunities Foundation, a Minnesota nonprofit <br /> corporation doing business as the Minnesota Autism Center (the "Borrower"). The bond <br /> proceeds will be used to finance the acquisition, construction, and equipping of an intensive <br /> therapy center for children and adults ages 10 to 21 diagnosed with autism spectrum disorder <br /> ("ASD"). The project will be located at 2010 Silver Bell Road in Eagan, Minnesota. The <br /> Borrower has agreed to pay the City of Hugo an issuer's administrative fee of 1/4 of 1% of the <br /> principal amount of the bonds. Briggs and Morgan, the City's bond counsel, has reviewed this <br /> request and finds it to be a proper use of the City's bonding authority. The City is only serving <br /> as the bond issuer and will have no obligations for repaying investors. Mary Ippel of Briggs and <br /> Morgan and Denise Raunig, the CFO of the Minnesota Autism Center were in attendance to <br /> answer questions concerning specifics of the project and financing thereof. <br /> Weidt opened public hearing. There were no comments, and the Mayor closed the public <br /> hearing. <br /> Petryk made motion, Klein seconded, to approve RESOLUTION 2017-17 APPROVING <br /> ISSUANCE AND SALE OF THERAPY FACILITIES REVENUE BONDS (Minnesota Autism <br /> Center Project). <br /> Ayes: Klein, Miron, Petryk, Haas, Weidt <br /> Nays: None <br /> Motion carried. <br /> Approve Recommendation from Parks Commission Regarding Goodview Avenue Property <br /> At the City Council meeting of September 19, 2016, the Parks Commission was directed to hold <br /> a neighborhood meeting about the future of the City-owned property on Goodview Avenue. <br /> Parks Planner Shayla Denaway explained that youth have built pedal bike jumps at the 2.34 acre <br /> property and there have been complaints from the adjacent property owners about the youth <br /> using the property. A neighborhood meeting was held at the Parks Commission meeting of <br /> November 9, 2016. Several residents had attended and shared a range of views from having fond <br /> memories of using the bike track to anger over the littering, bad behavior, and damage to the <br /> property.
