They felt there was value in continuing to let the <br /> public use the property, including the bike track. They discussed the potential uses of the <br /> property when the planned trail is constructed on the west side of Goodview Avenue. At their <br /> meeting of May 17, 2017, the Parks Commission recommended, in a unanimous vote, that the <br /> property remain City-owned and available for public use. Future use could be a trailhead or rest <br /> stop. They did not want the property to become privately owned. <br /> The Council discussed the lack of parking and trail access to the property, though it was stated <br /> there were not a lot of people that drove there, and the property was only used a few months <br /> during the year. The Council concluded it was best to keep the property as is and keep it <br /> maintained until there is a better use for it. <br /> Klein made motion, Miron seconded, to approve the recommendation of the Parks Commission <br /> regarding the Goodview Avenue property. <br /> All Ayes. Motion carried. <br /> Beaver Ponds Sewer Rehabilitation Proiect <br /> City Engineer Mark Erichson explained there was a significant issue with a short segment of <br /> sanitary sewer in the Beaver Ponds Development. An 8" sanitary sewer that serves <br /> approximately 150 homes within the development had backed up on two separate occasions <br /> resulting in flooding and damage to the basements of four properties. Since the second backup, <br /> Public Works had cleaned the main multiple times and is checking on flows daily. The sanitary <br /> sewer segment in question was directionally drilled though the wetland in the late 1990's and <br /> connects to the sewer within 1301h Street. This segment of sanitary sewer just south of 130Th <br /> Street contains multiple sags in the sewer pipe, resulting in restricted flow as solids build and <br /> block flow. Staff had treated this as an emergency repair and have televised the sewer line, <br /> conducted soil borings, conducted a Gopher One call, and met with contractors regarding the <br /> best means to correct the failing sanitary sewer. Erichson explained the repair was in a <br /> challenging location as the sewer pipe is within a wetland and extends under a Koch pipeline. <br /> Erichson explained the urgency of the project and ways to expedite it by declaring it an <br /> emergency. He recommended Council authorize advertisement of bids that evening. The <br /> estimated project cost was approximately $200,000 to be funded by the sewer fund. Staff would <br /> work towards finalizing plans and work with Koch Pipeline. <br /> Petryk made motion, Klein seconded, to approve advertisement for bids, consider it an <br /> emergency repair, and if necessary, forgo the public bidding process to expedite the repair. <br /> All Ayes. Motion carried. <br /> Yellow Ribbon Network Update <br /> Council Members Chuck Haas and Phil Klein reported to the Council on the recent activities of <br /> the City of Hugo's Yellow Ribbon Network. Haas shared photos of Excel Energy Employees <br /> who sold 180 burgers at the last YRN Hamburger Night. There were also photos of a packing <br /> event for 130 members of the KC10 Squadron and Army Rangers. He thanked the members of <br /> the Washington County Sheriff's Office, who helped with the event, and all YRN volunteers and <br />
