Staff is requesting that the applicant complete <br />an as -built survey of the pond to confirm the available storage. The applicant is proposing a new <br />treatment area located south of the proposed expanded training area. Staff will continue to work <br />with the applicant on the size, location, and design of the proposed new treatment areas. <br />The applicant will be responsible for maintaining stormwater facilities and vegetation proposed <br />as a part of the project. A maintenance agreement for the stormwater facilities approved by the <br />City has been executed by the owner(s) and recorded against the property. <br />The applicant is proposing an internal roof drains for the building. Staff will continue to work <br />with the applicant on how the system is integrated into the building design. <br />Utilities <br />City water service is available via an existing service stub adjacent to the site. Applicable trunk <br />and connection fees will apply. <br />Sanitary sewer service is available to the site via the existing Met Council interceptor located on <br />the east side of Fenway Boulevard. Applicable trunk, City connection, and Met Council <br />connection fees will apply. <br />Wetlands <br />There is a wetland on the western portion of the site. The applicant is not proposing to any <br />impacts. <br />Park Dedication <br />Park Dedication is not required for commercial and industrial developments. <br />Conditional Use Permit (CUP) Amendment <br />The applicant is proposing to expand outdoor storage and an outdoor gas/electric training area. <br />Since the area is expanding and additional property was added to the parcel, a conditional use <br />permit amendment is required. <br />The spirit and intent of the ordinance is to allow exterior storage larger than the principle <br />building, as long as it's adequately screened from view of adjacent properties. The applicant is <br />proposing to screen the exterior storage and outdoor training area. Staff is comfortable with the <br />proposed location of the outdoor storage and an outdoor gas/electric training area. <br />The comprehensive plan identifies this property as Business Park (BP). There are residential <br />properties to the north and south of the building. The character of the area is for the most part <br />industrial. There are buffers of woodland and proposed landscaping between the site and the <br />residential uses. There will be other business park uses that will be developed on the north of the <br />proposed Xcel site. It's in staff's opinion that the proposed use is compatible with the character <br />of the area. <br />
