XCEL Site Plan- Phase 4 <br />Page 5 <br />Parking <br />According to the Section 90-253 PARKING, based on the use and the size of the buildings 77 <br />parking stalls are required by ordinance. The applicant is proposing 81 parking stalls for the site, <br />which exceeds the ordinance requirement. The orientation of the parking has stayed generally the <br />same as the previous approvals for the site. The vehicle circulation within the parking lot works <br />well. <br />Trails <br />There is a City trail along Fenway Boulevard North. The applicant is not proposing any <br />sidewalks or trails with this development, but has restored the areas were the access to the site <br />crosses the trail. <br />Building Architecture <br />In August 2011, the City Council adopted the Commercial and Industrial Design Guidelines. The <br />design of the building meets the intent of the guidelines. <br />The training barn and proposed addition are tucked behind the training center, which is meant to <br />be the main focus of the site. The building design includes horizontal and vertical projections, <br />color variation, aggregate textured building material, and windows. <br />The building material for the addition consists of integrally colored precast tip -up concrete <br />panels. The intent is to ensure the building is constructed of quality materials that require <br />minimum maintenance. The applicant has provided elevations that show various coloration and <br />patterning in design of the concrete panels. There will be prefinished metal awning over the <br />overhead door on the northeast elevation. The building colors include off-white, brown, and red <br />for the building materials. The color variation helps break up the massing of the building and the <br />colors are complimentary. The colors shall be same as the previously approved training center <br />and training barn. <br />Signage <br />The applicant is not proposing any signage at this time. Prior to the installation of any signs, the <br />applicant shall obtain a sign permit. <br />Drainage/Grading <br />Treatment for stormwater runoff is provided for the full future build -out of the site (50,000 <br />square foot building) consistent with Rice Creek Watershed District Rules and City Policies. An <br />infiltration basin and a pre-treatment basin has been constructed to help retain stormwater runoff <br />from the site. Most of these treatment facilities are constructed on Outlot B south of the subject <br />site, with a portion of the pre-treatment basin on the proposed site. <br />Phase 4 includes additional improvements that increases the impervious surface areas. The <br />applicant states that the existing stormwater management facilities have the capacity to treat <br />
