Request for an amendment to the <br />preliminary plat and PUD for "Fable Hill 4th Addition" to add 3 lots to the <br />preliminary plat. <br />DATE: August 16, 2017, for the City Council meeting of August 21, 2017 <br />ZONING: Planned Unit Development (PUD) <br />DEADLINE DATE: August 25, 2017 <br />1. PLANNING COMMISSION UPDATE: <br />At its August 10, 2017, meeting the Planning Commission held a public hearing and considered <br />the application request. There were four residents that spoke during the public hearing. Some <br />asked questions about the phasing of the project and questioned adding additional villa home to <br />the project. The developer stated that the project would happen in two phases and that the project <br />was approved for a number of villa homes, the amendment is asking for 3 more units. There was <br />a resident that asked about putting a dead end sign at the cul-de-sac to discourage people from <br />going down the street thinking they can get to Elmcrest Avenue. Staff stated they would discuss <br />with the public works department and get back to the resident. There was a resident that spoke in <br />favor of the application request and stated that there is not a traffic problem. <br />There was one email that was submitted to public record asking for another access into the <br />development from Elmcrest with any new approvals to the Fable Hill development. The email <br />further stated that there has been a lot of construction traffic in the development. Staff explained <br />that this phase has been approved and this is an amendment to add 3 units. The applicant was not <br />required to have an additional access with the approval. If the development is expanded with a <br />new request, an additional access would be evaluated then, but not needed for this request. <br />The Planning Commission was comfortable with the application request and thought it meet the <br />
