BACKGROUND MEMO FOR THE HUGO CITY COUNCIL MEETING <br />MONDAY AUGUST 21, 2017 <br />D.1 <br />August <br />7, <br />2017 Council Meeting <br />D.2 <br />August <br />8, <br />2017 Comprehensive Plan Workshop <br />D.3 <br />August <br />11, <br />2017 Meeting with Metropolitan Council Chair <br />Staff recommends Council approve the above meeting minutes as presented. <br />F.1 Hugo Good Neighbors Food Shelf Update — HGNFS President Chris DeFresne <br />Hugo Good Neighbors Food Shelf President Chris DeFresne will provide Council an update. <br />G.1 Approval of Claims <br />Staff recommends Council approve the Claims Roster as presented. <br />G.2 Approve Annual Performance Review for Public Works Worker Matt Klein <br />Public Works Worker Matt Klein was hired by the City of Hugo on August 27, 2012. Public <br />Works Director Scott Anderson recommends Council approve the Annual Performance Review <br />for Public Works Worker Matt Klein. <br />G.3 Approve Resolution Amending Preliminary Plat and PUD for Fable Hills 4' Addition <br />Elmcrest Investments, LLC, is requesting an amendment to the preliminary plat and PUD to add <br />three lots to the existing preliminary plat approval. The previous approval consisted of 46 <br />detached villa lots and 14 single family home lots for a total 60 lots. The applicant is requesting a <br />change to allow 54 detached villa lots and 9 single family home lots for a total of 63 lots. In <br />2015, the applicant final platted 26 of the detached villa lots. At its August 10, 2017, meeting, <br />the Planning Commission held a public hearing to consider the amendment request. There were <br />four residents that spoke during the public hearing. Staff recommends approval of the <br />amendment to the preliminary plat and PUD, subject to the conditions listed in the resolution. <br />The Planning Commission was comfortable with the application request and agreed it meet the <br />intent of the overall PUD general plan. They unanimously recommended approval of the <br />resolution amending the preliminary plat and PUD to the City Council. <br />GA Approve Property Line Adjustment at 15118 and 15198 Irish Ave. N. (Lutz & Lemay) <br />Vince and Julie Lutz, 15118 Irish Avenue, and Charles and Lisa Lemay, 15198 Irish Avenue, <br />have applied for a Property Line Adjustment to move their common property line 300 feet to the <br />north. This would result in a 10 acre lot and a 30 acre lot, both remaining in conformance with <br />the minimum lot size of 10 acres. Staff recommends Council approve the resolution approving a <br />Property Line Adjustment for 15118 and 15198 Irish Avenue North. <br />G.5 Approve Special Event Permit for Cruise for Troops on September 23, 2017 <br />Russ Hanes, organizer for Cruise for Troops, has applied for a Special Event Permit for their 9th <br />
