Events with over 200 people require a <br />Special Event Permit approved by the City Council and approximately 800 vehicles will be <br />attending this event. Cars, trucks and bikes will begin at Running Aces in Columbus and travel <br />on CSAH4, TH61, CSAH8, and CSAH 7 through Hugo into May Township, Scandia, Marine on <br />St. Croix, and Forest Lake, ending up back at Running Aces. This event benefits the Invisible <br />Wounds Project in supporting the families of our Veterans and fallen heroes. The applicant has <br />secured Washington County Deputies to control intersections throughout the route in Hugo. <br />Staff recommends Council approve the Special Event Permit for the Cruise for Troops event on <br />Saturday, September 23, 2017. <br />G.6 Approve Special Event Permit for Outdoor Church Service at New Life Church on <br />September 10, 2017 <br />David Streitz from New Life Church, 6000 148th Street North, has applied for a Special Event <br />Permit for an outdoor church service on Sunday, September 10, 2017 at 9 a.m. A Special Event <br />Permit is necessary for the amplified sound during the event. This outdoor service will replace <br />their normal one-hour service and approximately 100 people are expected to attend. Staff <br />recommends Council approve the Special Event Permit for New Life Church. <br />G.7 Approve Audit Contract Extension for Smith Schafer & Associates <br />Smith Schafer & Associates has been the auditor of the City's financial statements since first <br />appointed in 2001 for a three year term. The Finance Department has been very pleased with <br />their work and the Council has approved four contract extensions since. Finance Director Ron <br />Otkin recommends Council approve Smith Schafer & Associated as the City's auditor for 2017- <br />2021 subject to the terms in the proposal submitted to the City. <br />G.8 Approve Encroachment Agreement at 15995 Finley Ave N for Accessory Structure <br />Christopher Clausen, 15995 Finley Avenue North, has applied for an Encroachment Agreement <br />to locate an accessory structure within a drainage and utility easement. Staff recommends <br />Council approve the resolution approving the Encroachment Agreement for 15995 Finley <br />Avenue North. <br />H.1 Discussion on DNR's Public Waters Reclassification of Hardwood Creek <br />At its August 7, 2017, meeting, RCWD Board Manager John Waller spoke to Council on the <br />DNR's decision to put segments of Hardwood Creek back into the public waters inventory. The <br />RCWD recently sent a letter to the DNR requesting proper process be followed prior to the <br />reclassification of these segments. Staff will provide Council an update. <br />K.1 Yellow Ribbon Network Update <br />Council Member Chuck Haas and Council Member Phil Klein will report to Council on the <br />Yellow Ribbon Network activities held recently. <br />L.2 Midyear Budget Workshop on Tuesday August 22, 2017 <br />The Council has scheduled the Midyear Budget Workshop to be held on Tuesday, August 22, <br />2017 at 3:30 p.m. in the Council Chambers. This has been scheduled as a meeting. <br />
