Hugo City Council Meeting Minutes for August 7, 2017 <br />Page 4 of 7 <br />Approve Annual Performance Review for Public Works Lead Worker Mike Loeffler <br />Mike Loeffler was hired as a maintenance worker for the City of Hugo's Public Works <br />Department on August 5, 2002. On October 17, 2011, Mike was promoted to be the Public <br />Works Lead Worker. Adoption of the Consent Agenda approved the annual performance review <br />for Public Works Lead Worker Mike Loeffler. <br />Approve Lawful Gambling Exempt Permit for Duck's Unlimited at Sal's Angus Grill <br />The St. Croix Chapter of Ducks Unlimited had submitted an application for an exempt permit to <br />allow them to hold raffles at their event on September 9, 2017 at Sal's Angus Grill. Adoption of <br />the Consent Agenda approved the Lawful Gambling Exempt Permit for Ducks Unlimited. <br />Approve Agreement for Municipal Advisor Services with Springsted Incorporated <br />Following the Great Recession of 1998, Congress approved legislation commonly called the <br />Dodd -Frank Wall Street Reform and Consumer Protection Act. This legislation includes a <br />provision that all municipal advisors be registered with the Securities and Exchange Commission <br />and disclose to their municipal clients what services they provide and the cost of these services. <br />To meet the requirements contained in the legislation, Springsted Incorporated, the City's <br />financial advisors, had requested each of their municipal clients to enter into a service agreement <br />that clarifies what services they provide and sets the level of compensation for the each of these <br />services. The Finance Department had reviewed the proposed agreement and recommended <br />approval. Adoption of the Consent Agenda approved the agreement for Municipal Advisor <br />Services with Springsted Incorporated and authorized the City Administrator to execute the <br />agreement. <br />at 13676 Fenway Boulevard North <br />Xcel Energy had requested approval of a site plan for a 12,000 square foot building addition to <br />the previously approved training barn and a conditional use permit amendment to expand <br />outdoor storage and an outdoor gas/electric training area. At its July 27, 2017, meeting, the <br />Planning Commission held a public hearing and received no comments. The Planning <br />Commission reviewed the site plan and CUP amendment applications and unanimously <br />recommended appj 6val with the conditions listed in the resolutions. Adoption of the Consent <br />Agenda approved RESOLUTION 2017-25 APPROVING A SITE PLAN FOR XCEL <br />ENERGY INC. FOR A BUILDING ADDITION ON THE PROPERTY LOCATED AT 13620 <br />FENWAY BOULEVARD NORTH and RESOLUTION 2017-26 APPROVING A <br />CONDITIONAL USE PERMIT AMENDMENT FOR XCEL ENERGY INC. TO ALLOW AN <br />OUTDOOR STORAGE AND TRAINING AREA USE ON THE PROPERTY LOCATED AT <br />13620 FENWAY BOULEVARD NORTH. <br />Approve Utility Easement Agreement for the Beaver Ponds Sewer Rehabilitation Proiect <br />Staff requested Council approve a utility easement agreement with Kevin Peltier on his property <br />
