CITY OF HANOVER <br /> ECONOMIC DEVELOPMENT AUTHORITY MINUTES <br /> August 10, 2006 <br /> Chairperson David Peterson called the Economic Development Authority <br /> meeting of August 10, 2006 to order at 8:05 a.m. at the Hanover City Hall. Call to Order. <br /> Present were: Peterson, Dan Haugen, Joyce Paullin, Todd Urbanski, Todd <br /> Bartels, Tom Sleypen, and Randy Whitcomb. <br /> Absent: None. <br /> Guests: Fire Chief Tracey Franke and Building Official Todd Geske. Also <br /> present were City Administrator Dan Buchholtz and EDA Consultant Cynthia <br /> Smith-Strack of Municipal Development Group. <br /> MOTION by Whitcomb, second by Haugen to approve the agenda of the Motion to Approve the <br /> August 10, 2006 EDA meeting. The motion carried 7:0. Agenda. <br /> MOTION by Paullin second Urbanski to approve the July 13, 2006 regular Motion to Approve <br /> EDA meeting minutes, as presented. Motion carried 7:0. the July 13, 2006 <br /> Minutes. <br /> MOTION by Paullin seconded by Whitcomb to approve the August accounts <br /> payable in the amount of $1,426.83, as presented and accept the financial Motion to Approve <br /> report. Motion carried 7:0. EDA accounts <br /> payable. <br /> Business <br /> 1. Mn. Rule 1306 — Fire Suppression Optional Code. <br /> Peterson introduced the agenda item and introduced Todd Geske from Fire Suppression <br /> Metro West Inspections and Hanover Fire Chief Tracey Franke. Optional Code <br /> Franke noted Board Member Urbanski had mentioned this concept at the <br /> previous EDA meeting. The Fire Department is seeking input from the <br /> EDA regarding cost/benefit to current and future business owners. <br /> Franke and Geske distributed a copy of MN Rule Chapter 1306, an <br /> optional rule that cities may adopt relating to the installation of fire <br /> suppression systems for new and expanded multiple family residential, <br /> commercial, industrial and institutional buildings. Franke explained <br /> Chapter 1306 has been adopted by several adjacent communities <br /> including Otsego, St. Michael, Albertville, Buffalo and Rockford. Chapter <br /> 1306 requires fire prevention regulations above and beyond the <br /> International Building Code, which is applicable in Hanover. Benefits to the <br /> property owner include reduced insurance premiums and containment of <br /> fires resulting in the preservation of property. Franke noted that there has <br /> never been a fire-related fatality in Minnesota in a building with a fire <br /> suppression system. <br /> Geske stated MN Rule 1306 requires the City to choose between Subpart <br /> 2, which requires installation of fire suppression systems in new buildings <br /> as well as existing buildings, if expanded or if the occupancy classification <br /> (building code occupancy, not zoning use) changes, and Subpart 3, which <br /> Hanover EDA minutes: August 10, 2006 1 <br />
