Included in the definition are individuals with special needs such as youth; HIV/Aids; <br /> and those with physical, chemical, or mental disabilities who experience episodic homelessness. <br /> The funding also includes service provision to "other" homeless who are homeless without the <br /> "chronic" definition and follows the State of Minnesota definition of long-term homeless or"at- <br /> risk" populations. This includes families who are experiencing homelessness or who are at risk <br /> or in imminent threat of homelessness and those individuals who have not experienced episodic <br /> homelessness without disability. <br /> These public services will help to address the following Homeless Needs objectives in the 2005- <br /> 2009 Consolidated Plan: <br /> Strategy: Support and partner with the Washington County Continuum of Care, Housing <br /> Coordinator and Housing Collaborative to meet objectives in the area of prevention, <br /> outreach, and support services. <br /> Objective 3 Washington County will create prevention strategies to assist with <br /> potential housing crisis before homelessness occurs. <br /> Objective 6 Washington County programs like the Continuum of Care, and other <br /> funding sources like CDBG, will work with greater coordination to fund <br /> future housing opportunities for those currently experiencing and those at <br /> imminent risk of homelessness. <br /> Strategy: Provide funding for transitional housing and permanent supportive housing. <br /> Objective 8 Continue to allocate the maximum amount of funds allowed from CDBG <br /> to the wraparound services provided by the county's housing coordinator. <br /> Objective 9 "Increase affordability of housing by providing CDBG funds for mortgage <br /> foreclosure assistance,first month's rent and damage deposit, and rental <br /> applications to low and moderate income households." <br /> Housing Activities for Other Special Population Needs <br /> These housing activities will help to address the following Non-homeless Special Population <br /> Needs objective in the 2005-2009 Consolidated Plan: <br /> Persons with Mental Illness: Staff will continue to connect with the Washington County staff <br /> person who is assigned to the Local Mental Health Advisory Council to monitor progress on <br /> creating strategies for addressing the housing needs of persons with mental illness so that future <br /> funds may be used to help address these needs. The Mental Health Advisory health council <br /> priorities for 2006 include: <br /> • Housing with support services for youth who are transitioning to adulthood that do not <br /> require homelessness. <br /> • Temporary safe housing for kids who can't stay at home but do not need acute care or <br /> 8 <br />
