residential treatment. <br /> • Develop a housing continuum that does not require an individual to complete each step of <br /> the housing process. The continuum would be available to assist in developing a <br /> comprehensive housing plan for individuals with mental illness. <br /> This activity is provided through "planning and administration" and helps address the following <br /> Non-homeless Special Populations Needs objective in the 2005-2009 Consolidated Plan: <br /> Strategy: Support the Local Mental Health Advisory Council's Strategies Addressing the <br /> Housing Needs of Persons with Severe Mental Illness <br /> Objective 3 CDBG staff will consult with the Local Mental Health Advisory Council to <br /> create strategies for addressing housing needs of persons with severe <br /> mental illness. The local Mental Health Advisory Council will be making <br /> recommendations to the County Board in of 2005. <br /> There are no activities planned to specifically target the priority housing needs of the frail <br /> elderly, persons with alcohol or drug addiction, or public housing residents in 2006 using CDBG <br /> or HOME funds. These populations are ranked as high priority for funding in the Consolidated <br /> Plan and future activities may benefit these populations. Public Housing residents are also served <br /> by the Public Housing Authority Plan which is coordinated by the Washington County Housing <br /> and Redevelopment Authority. For more information, see the Consolidated Plan,page 35. <br /> Persons with HIV/ADIS, frail elderly, and developmentally disabled were ranked as low priority <br /> due to lack of need or the availability of other resources. There are no activities planned for these <br /> populations. <br /> Administration Activities <br /> Funds have been awarded to Washington County Community Services to administer the CDBG, <br /> HOME, and ADDI programs. For the purposes of defining responsibility, these administrative <br /> staff shall be referred to as the "PJ" — an acronym for Participating Jurisdiction. The PJ is <br /> responsible for providing technical assistance to sub-recipients, managing funds, and ensuring <br /> compliance with federal regulations. In 2006, staff will also conduct or participate in the <br /> following activities: <br /> 1. Fair Housing: The PJ, the Dakota County Consortium, and other Metro Area entitlement <br /> jurisdictions prepared a Regional Analysis of Impediments to Fair Housing (AI) in 2001. <br /> This was followed by preparation of the Fair Housing Action Guide in 2002. The Action <br /> Guide is the primary instrument for implementing recommended actions from the Al. For <br /> each barrier identified the Action Guide identifies a specific action, the action level or <br /> entity with primary responsibility to implement the action (Entitlement jurisdictions, <br /> Metropolitan Council, and State or Local government), and priority level (High, Medium, <br /> or Low). A Fair Housing Implementation Council (FHIC) was formed to carry out the <br /> activities identified in the Action Guide. In 2006, the PJ and the Consortium will <br /> 9 <br />
