Abrams offered two amendments, one that grandfathered in certain <br /> TIF districts and one that provided for an Administrative Law Hearing in <br /> the event damages were sought. Both amendments passed. <br /> • Rep. Wagenius offered an amendment on riparian rights that was ruled <br /> non-germane. <br /> • Rep. Krinkie offered an amendment to put a constitutional amendment on <br /> the ballot prohibiting eminent domain for economic development and <br /> increase tax base. <br /> • Rep. Goodwin and Rep. Severson both had amendments to Rep. Abrams <br /> TIF language that would have grandfathered in specific projects within <br /> their districts. Both failed. <br /> • Rep. Lanning offered an amendment that clarified a road leading to a <br /> development site could not be considered. The amendment passed. <br /> • Rep. Vandeveer offered an amendment dealing with nonconforming uses <br /> that passed. <br /> • Rep. Mullery offered an amendment that would have created a <br /> moratorium on certain takings coupled with a blue ribbon task force on <br /> eminent domain. The amendment failed. <br /> • Rep. Zellers offered an amendment dealing with increase notice and <br /> hearing requirements which passed. <br />
