DRAFT PROPOSAL <br /> Proposal for the Formulation of a Comprehensive Economic Development <br /> Strategy for Washington County and Its Communities <br /> Background: <br /> It is being suggested that Washington County and its respective cities move forward with a new <br /> strategic, economic development plan. Washington County, in cooperation with its local cities, needs <br /> to consider expanding its strategic role in economic development. Competition from northwest <br /> Wisconsin, other Minnesota cities and even internationally makes it critical that Washington County <br /> work cooperatively with its cities to be able to attract the best job creators for our citizens. Currently, <br /> cities in the County pursue various levels of economic development without an appropriate, supportive <br /> County program to assist the cities with their respective efforts. This can lead to sub-optimal effort <br /> when a comprehensive economic approach is not implemented; which in turn, produces mixed results <br /> for different areas in Washington County. Thus, due to ongoing direct and indirect financial <br /> involvement, the County should identify economic development as part of its mission and the means to <br /> support its critical services. Clearly, the future level of Washington County's role in economic <br /> development needs to be examined in order to ensure long-term tax base and job growth in its <br /> respective communities. <br /> We are suggesting that such a strategy be pursued in which the County decides to work more actively <br /> with its respective cities to facilitate economic development. This perspective would provide for a <br /> partnership in which the City and County work together to facilitate the appropriate growth within the <br /> County. Oftentimes, the County does not necessarily function as a true partner with its respective <br /> communities, even though the development that occurs in the cities is what builds the County tax base. <br /> Therefore, we are proposing: <br /> that the organizational structure and the economic capacity of Washington County be studied <br /> and a subsequent economic development strategy be developed to ensure County partnership <br /> with its respective cities. <br /> Economic Development Resources within the County Include: <br /> • Washington County cities—industrial parks, TIF, revolving funds, SBA <br /> • Washington County—public works, social services, abatements, etc. <br /> • Washington County WIB—workforce employment and training. <br /> • Washington County HRA—affordable housing, HUD programs, redevelopment <br /> • Chambers and Business Organizations <br /> • Utility Companies—Xcel Energy, CenterPoint Energy, Connexus Energy <br /> Strategic Plan Purpose: <br /> It would be the purpose of this plan to encourage the County to develop an economic development <br /> partnership program with its communities. This plan would, hopefully, move the County toward <br /> including economic development as part of its mission to help maintain its fiscal health and retain its <br /> low tax rate while meeting its growing service obligations. <br />
