There are only 24 cities in Minnesota that are not LMC members (each <br /> of which has a population of less than 120). The LMC was established in 1913 within the school <br /> of public affairs at the University of Minnesota. It became an independent association <br /> representing and serving cities in 1974. It is governed by a board of directors who are elected by <br /> the LMC membership. <br />
