MINUTES FOR THE EDA MEETING OF DECEMBER 18, 2006 <br /> EDA President Fran Miron called the meeting to order at 8:30 am. <br /> PRESENT: Jan Arcand, Jim Bever, Tom Denaway, Mike Granger, Phil Klein, Brian <br /> Thistle, and Fran Miron <br /> City Administrator Mike Ericson, CD Director Bryan Bear, CD Intern Rachel Simone <br /> ABSENT: None <br /> APPROVAL OF MINUTES EDA MEETING OF NOVEMBER 20,2006 <br /> Miron stated that he was not present at the meeting. <br /> Klein made motion, Thistle seconded, to approve the minutes for the EDA meeting of November <br /> 20, 2006 with the change of members absent. <br /> All aye. Motion carried. <br /> UPDATE AND DISCUSSION ON TIF DISTRICT <br /> The City is getting closer to establishing a Tax Increment Financing(TIF) District. The <br /> TIF subcommittee is now meeting on a regular basis again to help piece together some <br /> details for the TIF District. They last met on Thursday, December 7, 2006 to talk about a <br /> strategy for the subcommittee. <br /> Earlier on in the process the EDA talked about what kind of developments they would <br /> like to see come into the Downtown. At the EDA meeting staff asked to have a <br /> discussion with the EDA on what they would like to see for development on the City <br /> owned property across City Hall along Egg Lake. Staff requested direction to send <br /> developers to put a project together for that area. Staff recommended that the EDA <br /> discuss what they would like to see there and give direction to staff. <br /> CD Director gave an update on the establishment of the TIF District. He stated that staff, <br /> Springsted, and the TIF subcommittee will be working on the TIF policy and application <br /> for development. He stated that the City owns many properties on Egg Lake that is <br /> planned to be redeveloped. The Anderson properties that hold Carpenters Restaurant and <br /> the Antique Shop may also be in play for redevelopment. <br /> Granger asked about the Bunge property. City Administrator stated that staff has been in <br /> contact with them and they are willing to listen. <br /> Miron asked if staff has contacted all property owners that own land on the west side of <br /> Egg Lake. CD Director stated that we have and there are two properties owners that are <br /> not willing to sell their property to the City at this time. <br />
