Klein asked about access to the properties that are planned to be redeveloped along Egg <br /> Lake. CD Director stated that the driveways are likely to be vacated and referred to the <br /> downtown redevelopment map. <br /> Miron asked if there was an easement the City owned along Egg Lake and between the <br /> properties on the west side. CD Director stated that he was not sure and that staff would <br /> look into is there is an easement. <br /> Arcand stated it seems that TIF District have had some bad press in the papers recently <br /> and asked if the City has had any bad feedback towards TIF. CD Director stated most <br /> people have been supportive. Miron stated that most of the big issues with bad press on <br /> TIF districts are when condemnation of land is happening. CD Director stated that the <br /> articles that he has seen of late have been about the suburbs taking big businesses from <br /> the inner city. City Administrator talked about when Nor Lakes came into the Bald Eagle <br /> Industrial Park they received TIF subsidies and asked for rail access. Granger stated that <br /> people only really here about bad TIF projects and little about good ones. <br /> Miron stated that we need to start thinking about a TIF policy and to think about what <br /> kind of development would be best for the City. <br /> Granger stated that even though the City does not own the Holmgren property it can be <br /> worked around. He asked what the market study said about what development would <br /> work in the City. CD Director stated that the market study talks about retail, office, and <br /> housing mostly,but housing may not be a priority any more. <br /> Bever stated that he would like to see Egg Lake being preserved with the downtown <br /> redevelopment and also be able to have view of the lake from Highway 61. He would <br /> also like to see more businesses, offices and restaurants in the area. He is not that big on <br /> having senior housing in downtown. Granger, Arcand, and Miron agreed. <br /> Arcand asked if the properties along Egg Lake were already zoned Commercial. CD <br /> Director stated that they are currently zoned Central Business (C-1). <br /> Klein stated that he still thinks that having businesses with housing above is a good idea. <br /> Miron stated that he supported that. Granger stated he liked the idea of mixed use. <br /> Granger asked if we will have to use eminent domain at any time. CD Director stated that <br /> this idea will come up at some point,but he does not know if we will use it. <br /> CD Director stated that the TIF subcommittee will be working on the TIF policy and <br /> applicant once staff gets a draft completed. The subcommittee will use the ideas that are <br /> brought forth today to work towards that final draft. <br /> Denaway stated that we should be thinking about the big picture. We need to remember <br /> when putting the TIF policy and application together that we have to make it for the <br />
