Strategy 4b (5 votes) - Prepare and adopt a land use plan that designates compatible land uses to minimize conflicts as development occurs. A few of the participants noted that they ranked strategies as important to express that they are not in support of these strategies. The votes against the strategies were not included in the rankings above. The following strategies had comments both in favor and in opposition. 1. Strategy 7a (5 votes against and 3 votes in support) - Provide safe and adequate housing for all people, regardless of age, income or ethnic background. 2. Strategy 10a (3 votes against and 3 votes in support) - Explore the use of TIF (tax increment financing) districts as needed to support the City's redevelopment goals. 3. Strategy 14b (3 votes against and 2 votes in support) - Provide cluster housing ordinance or similar tools to permanently preserve open space in rural Hugo. Workshop Open Forum Comments • To many goals — reduce the number of goals so you can work with them • Combine goals to eliminate redundancies • Make sure you don't eliminate goals that are important to people • Do strategies need to be so specific? (example: Goal 1) • When do we talk about the cost of these goals? • Cost effective government should be added as a goal • What if we want Hugo to stay like it is? • Don't need to add more goals but want to see specific strategies o Add preserve hunting and fishing to goal 2 or 3 o Add preserve snowmobile and ATV use to goal 2 or 3 • We need to make sure we enforce the ordinances we have • Add a strategy to goal 15 to consider impact on taxpayers • Need to examine cost effectiveness of volunteer fire department and use of County Sherriff • Dust control on gravel roads • Add a strategy to goal 20 to discourage leapfrog development to prevent residents from being forced to hook-up to sewer • Add a strategy to goal 14 to educate people
