i <br /> i <br /> LiehtinF <br /> The Headwaters Master PUD and Headwaters Village Commercial Core Phase 1 Plan proposed a master <br /> street lighting plan.The plans reflect internal parking lot lighting using a decorative parking lot light fixture <br /> is planned on the internal areas of the parking lot and in areas on the perimeter of the lots and along public <br /> right-of-ways a decorative light fixture type is required.The responsibility of the Master Developer(s)is to <br /> install the decorative lighting along public right-of-ways and perimeter areas.The end user of a specific <br /> development site may install shoe-box style fixture or a decorative fixture. <br /> The proposed site plan provides for twelve(12)decorative style fixtures between the 2 building sites. The <br /> proposed fixtures meet required setbacks,foot-candle requirements, and height.The proposed site lighting <br /> plan meets the intent of the Zoning Ordinance and Headwaters Master PUD except the photometric plan <br /> should be revised to reflect foot-candles meeting ordinance at the property lines. <br /> Architecture <br /> The Headwaters Master PUD Plan included an Architectural Design Criteria. <br /> The exterior building materials,colors,lighting,and features for the proposed building meets the intent of <br /> the Headwaters Master PUD. <br /> Sirnaz <br /> The Headwaters Master PUD included Sign Design Criteria. The design criteria is in addition to established <br /> City Ordinance. A monument sign is proposed on Forest Road.The proposed monument sign should meet <br /> requirement of the Zoning Ordinance and Headwaters PUD including sign materials to match the stone <br /> materials used on the principal buildings.A sign permit is planned to be submitted in the future prior to <br /> installation of any signs. <br /> City Eneineer Review <br /> See City Engineer's memo for comments regarding grading, drainage,storm-water management,and <br /> utilities. <br /> Fire Department Review <br /> See Fire Department's memo for comments. <br /> Park Board <br /> This item is scheduled for October 23,2007.The anticipated action is fees in lieu of cash will be approved <br /> at 52000.00 per acre. Park fees are planned to be used to pay for improvements at Fenway Park.$2000.00 x <br /> i 206 units=$412,000 in park dedication fees. <br /> Staff Recommendations <br /> Staff is requesting the Planning Commission recommend approval to the City Council of the proposed Site <br /> Plan to allow the construction of 2 residential buildings providing 206 senior housing units for Walker <br /> Elder Care Serves on Lot I and 2,Block 2 Headwaters 2°d Addition with the following conditions: <br /> 1. All comments and concerns of the City Engineer shall be met prior to issuance of a building <br /> permit. <br /> 2. All comments and concerns of the Fire Department shall be met prior to issuance of a building <br /> permit. <br /> 3. All comments and concerns of the Airport Engineer shall be met prior to issuance of a building <br /> permit. <br /> 4. All required easements and agreements shall be prepared and executed. <br />
