Hugo City Council Meeting Minutes for August 21,2017 <br /> Page 3 of 6 <br /> 2017, meeting, the Planning Commission held a public hearing to consider the amendment <br /> request. There were four residents that spoke during the public hearing. Staff recommended <br /> approval of the amendment to the preliminary plat and PUD, subject to the conditions listed in <br /> the resolution. The Planning Commission was comfortable with the application request and <br /> agreed it meet the intent of the overall PUD general plan. They unanimously recommended City <br /> Council approve the resolution amending the preliminary plat and PUD. Adoption of the <br /> Consent Agenda approved RESOLUTION 2017-27 APPROVING AN AMENDMENT TO <br /> THE PRELIMINARY PLAT AND PUD FOR ELMCREST INVESTMENTS, LLC, FOR <br /> "FABLE HILL 4TH ADDTION" ON PROPERTY LOCATED EAST OF ELMCREST AVE <br /> NORTH OF FABLE HILL PARKWAY. Dave Hemple and Len Pratt were in attendance and <br /> shared information on the development. <br /> Approve Property Line Adiustment at 15118 and 15198 Irish Ave. N. (Lutz & Lemay) <br /> Vince and Julie Lutz, 15118 Irish Avenue, and Charles and Lisa Lemay, 15198 Irish Avenue, <br /> had applied for a Property Line Adjustment to move their common property line 300 feet to the <br /> north. This would result in a 10 acre lot and a 30 acre lot, both remaining in conformance with <br /> the minimum lot size of 10 acres. Adoption of the Consent Agenda approved RESOLUTION <br /> 2017-28 APPROVING A PROPERTY LINE ADJUSTMENT FOR VINCE AND JULIE LUTZ <br /> AND CHARLES & LISA LEMAY FOR PROPERTIES LOCATED AT 15118 IRISH AVE N. <br /> AND 15198 IRISH AVE N. <br /> Approve Special Event Permit for Cruise for Troops on September 23, 2017 <br /> Russ Hanes, organizer for Cruise for Troops, had applied for a Special Event Permit for their 9 1 <br /> annual ride event on Saturday, September 23, 2017. Events with over 200 people require a <br /> Special Event Permit approved by the City Council and approximately 800 vehicles will be <br /> attending this event. Cars, trucks and bikes will begin at Running Aces in Columbus and travel <br /> on CSAH4, TH61, CSAH8, and CSAH 7 through Hugo into May Township, Scandia, Marine on <br /> St. Croix, and Forest Lake, ending up back at Running Aces. This event benefits the Invisible <br /> Wounds Project in supporting the families of our Veterans and fallen heroes. The applicant had <br /> secured Washington County Deputies to control intersections throughout the route in Hugo. <br /> Adoption of the Consent Agenda approved the Special Event Permit for the Cruise for Troops <br /> event on Saturday, September 23, 2017. <br /> Approve Special Event Permit for Outdoor Church Service at New Life Church on <br /> September 10, 2017 <br /> David Streitz from New Life Church, 6000 148�h Street North, had applied for a Special Event <br /> Permit for an outdoor church service on Sunday, September 10, 2017 at 9 a.m. A Special Event <br /> Permit is necessary for the amplified sound during the event. This outdoor service would replace <br /> their normal one-hour service and approximately 100 people are expected to attend. Adoption of <br /> the Consent Agenda approved the Special Event Permit for New Life Church. <br /> Approve Audit Contract Extension for Smith Schafer & Associates <br /> Smith Schafer & Associates has been the auditor of the City's financial statements since first <br />
