%HCity of
ugo 14669 Fitzgerald Avenue North,Hugo,MN 55038 (651)762-6300 www.ci.hugo.mmus
April 4, 2012
John Elholm Wayne Sandberg
Parks Director County Engineer
Washington County Public Works Washington County Public Works
11660 Myeron Road North 11660 Myeron Road North
Stillwater, MN 55082 Stillwater, MN 55082
Dear Mr. Elholm and Mr. Sandberg,
Thank you for including the property purchase, planning, and construction of the Hardwood
Creek Regional Trail connection from 145`h Street to 140`h Street in your Capital
Improvement Plans. This is an important trail connection in Hugo, connecting northern
Washington County to the metropolitan regional trail network which leads to the
Mississippi River, downtown Minneapolis and beyond.
Members of the City of Hugo Parks, Recreation and Open Space Commission discussed the
accessibility and safety of the grade of the current rail bed where the extension will be
constructed. When reviewing proposed development to be located at the north-west corner
of the intersection of Hwy 61 (adjacent to the trail) and County Rd 8, the Economic
Development Authority also discussed adjusting the grade of the trail extension. This
would allow the proposed mixed-use development, which may include parking, outdoor
public spaces, restaurants and retail shops, to support trail users.
At their meeting of March 5, 2012 the Hugo City Council accepted the recommendations
from the Parks Commission and the EDA to direct staff to work with Washington County in
planning the Hardwood Creek Regional Trail extension from 145`h Street to 140`h Street and
ensure that it has the proper grade to be accessible and that the grade and tree line will remain
south of CSAH 8 to continue to provide a buffer for the residential neighborhood.
The City of Hugo is willing to commit time and resources toward the lowering of the grade
in this location. Please contact Parks Planner Shayla Syverson at 651-762-6342 for any
assistance on this project. Also, please include Shayla in any planning level discussions
concerning the Hardwood Creek Trail Corridor.
Sincerely,
Bryan Bear
City Administrator
CC: Honorable Mayor and Hugo City Council
Parks, Recreation and Open Space Commission
Economic Development Authority
