BACKGROUND: <br /> There have been several ordinances, policies, and programs implemented in the City over the last <br /> couple years to help Hugo become a more business friendly community. At the March 2012 <br /> EDA meeting staff was asked to provide a summary of the business regulations and items that <br /> effect businesses. Summarized below are the items that we find are the most significant to <br /> business owners as they locate in Hugo. <br /> 2. SUMMARY OF REGULATIONS AND INCENTIVES: <br /> Zoning code <br /> The City's zoning code for commercial and industrial development for site requirements are <br /> typical and is some cases less restrictive that other cities. These requirements include,but not <br /> limited to, setbacks,building height, lot coverage, landscaping, screening, and parking. Each <br /> new development, depending on the zoning district it is located, are required to meet the basic <br /> site regulations. <br /> The City has taken the initiative to create or revise ordinances with businesses in mind. <br /> Signs <br /> In 2009, the City completely revised its sign ordinance. The old sign ordinance contained <br /> regulations that were not business friendly. The City revised the ordinance during meetings with <br /> the Ordinance Review Committee(ORC) and the help of business owners. Although there are <br /> regulations for signage in Hugo, the ordinance has been come something that the businesses <br /> support. Businesses are allowed special event signage for up to 90 days per calendar year,where <br /> the previous ordinance did not allow special event signage. Businesses can place a sign on any <br /> facade that can be viewed from a public road. <br /> Page 11 <br />
