Stormwater Management <br /> There are regulations for ponding and infiltration for construction new buildings in Hugo. The <br /> regulations come from the watershed district in which the property is located. The City <br /> administers the regulations as the Local Governing Unit(LGU). The City has completed a <br /> Stormwater Capital Improvement Plan (CIP)that outlines projects for water reuse and large <br /> infiltration areas that the City may be able to receive credits that can be used towards <br /> construction projects. The City continues to work with the watershed district on the idea of <br /> constructing large stormwater projects that can serve several properties <br /> Home Occupations(Business Incubator) <br /> The City has a Home Occupation ordinance that allows businesses to start and grow out of a <br /> residence. There have been businesses that have started as a home occupation and eventually <br /> leased space,bought, or built space in Hugo. There are regulations for home occupations such as, <br /> number of employees, screening of outdoor storage, and hours of operation. Although this is a <br /> way incubate businesses in Hugo, the home based businesses have an advantage over the <br /> existing business in the commercial and industrial areas such as expenses for building use and <br /> property taxes. <br /> Fees and Licenses <br /> Building permit fees are average compared to surrounding cities and on the low end for the <br /> downtown area. <br /> The City does not require park dedication fees for commercial or industrial development. <br /> The structure of SAC/WAC fees has been revised to split the cost of the fees between the <br /> developer and the end user. The SAC/WAC fees were previously collected at the building <br /> permit. Currently the fees are collected at planning application and building permit. <br /> The City has 13 on-sale liquor licenses to issue in the City. We have the licenses to issue when <br /> restaurant users want to locate in Hugo. <br /> The City does not require business licenses to locate in Hugo. <br /> Commercial and Industrial Design Guidelines <br /> In 2011, the City adopted the Commercial and Industrial Design Guidelines. The guidelines <br /> encourage quality development by providing direction on building design, color, and material. They also <br /> provide direction on other aspects of the development such as signage, screening and lighting. The <br /> guidelines allow flexibility for industrial development in the strict application of four-sided architecture, <br /> screening, and building footprint. There are also exceptions for properties that are not serviced by City <br /> sewer and water and have potential for redevelopment. The subcommittee that worked on the guidelines <br /> Page 12 <br />
