This break could pose a traffic concern with the elimination of Finale Avenue between 147th and <br /> Upper 146th that is proposed in the Concept Plan provided by Bill Lentsch. <br /> The Parks Commission has had an opportunity to review the concept plan. They unanimously <br /> agreed that they would accept the land dedication in lieu of the park dedication fee, although <br /> they would like to have further discussion on the uses of the storm water pond as a recreational <br /> amenity. <br /> Housing Types <br /> The housing shown in the concept plan is proposed to be a three story Assisted Living Facility <br /> with 100 units, a three story CommonBond apartment building with 54 affordable housing units, <br /> and a three story Congregate Care center with 90 units. There will be 244 units in total when the <br /> development is fully complete. <br /> The Assisted Living Facility would be incorporated in the first phase of the development. <br /> CommonBond plans to be the second phase and the Congregate Care center would be the third <br /> phase. The plan shows the location of future phases of two of the buildings if the demand for <br /> more capacity was needed. <br /> Road Construction & Access <br /> The concept plan shows the proposed development to be accessed off of Upper 146th Street and <br /> 146th Street. The development proposes private driveways stemming from Upper 146th Street <br /> and 146th Street that will provide connection to the buildings. The buildings' parking will be <br /> accessed from these driveways as well as by a proposed driveway that runs in between the <br /> parking and buildings. <br /> A section of Finale Avenue that connects Upper 146th Street and 147th Street will be eliminated <br /> to accommodate the expansion of Lions Park. Staff is comfortable with this elimination and <br /> does not believe it poses any traffic issues because the road is underutilized, and it will not be <br /> necessary to service the proposed development. However, the proposed Lions Park Concept <br /> Plan by Brauer&Associates shows Finale Avenue to remain. Staff will work with the applicant <br /> on whether or not Finale Avenue should remain or be eliminated. <br /> Finale Avenue is currently in rough condition. This road will need to go through extensive <br /> repairs to adequately serve the proposed development. These repairs will be needed whether or <br /> not Finale Avenue is eliminated between 147th Street and Upper 146`h Street. Finale Avenue will <br /> also have to extend to the south to connect with Frenchman Road to provide feasible access to <br /> the development site. Alternatively, primary access to the site would be via 145th Street to Finale <br /> Avenue. <br /> Staff has been working with the applicant about the extension of 147th Street to connect with <br /> Oneka Parkway. Staff believes this is a vital construction piece that will need to happen with the <br /> Page 13 <br />
