Downtown Comprehensive Plan <br /> Hugo's Downtown Plan focuses on the redevelopment of the area around City Hall, which <br /> includes LaValle's properties that Bill Lentsch is proposing to develop. The Downtown Plan <br /> shows the area where the development is proposed as an expansion of Lions Park with the <br /> incorporation of a Community Center in the northern portion of LaValle's property, and an <br /> extension of a traditional residential area in the southern portion. Finale Avenue is planned to <br /> extend to the south to connect with Frenchman Road, which will allow direct access into the site. <br /> Upper 146th Street and 146th Street are planned to extend to the west to continue the flow of the <br /> residential grid system. <br /> The majority of LaValle's properties are guided as Mixed Use (MIX) and a small portion as <br /> Medium Density Residential (MD) according to the 2030 Land Use Plan. The density proposed <br /> for this development is anticipated to comply with the standards stated in the Comprehensive <br /> Plan's Land Use requirements. Staff believes that the sketch plan Bill Lentsch has submitted <br /> stays fairly consistent with the downtown plan in terms of land use, zoning, density and road <br /> access. <br /> General Layout <br /> The concept plan shows an overall campus layout containing residential development of three 3- <br /> story buildings along the southern portion of the property with the expansion of Lions Park <br /> taking up the northern portion. The buildings are laid out to follow the contours and perimeter of <br /> the property that staff believes achieves an efficient use of the space. The buildings on the west <br /> of the property are situated to obtain a vista of the adjacent wetlands. There are several above <br /> ground parking lots and underground parking lots within the development. The plan also shows <br /> areas of future building expansions and parking if the development were to grow. <br /> Lions Park Expansion <br /> The concept plan includes the expansion of Lions Park across Finale Avenue and over the <br /> northern portion of the property. In staff s opinion the dedication of Lavalle's land for Lions <br /> Park expansion is an option in lieu of the park dedication fee. The amount of land that needs to <br /> be dedicated is based upon the density and acreage size of the lots. The Park Dedication fee is <br /> $2,400 per residential unit, which would total $585,600 for the 244 units in this development, or, <br /> in lieu of the fee the applicant can dedicate 2.45 acres from the three parcels of land being <br /> developed on. The applicant also has the option to do a combination of dedicating both land and <br /> fee at the discretion of the Parks Commission. <br /> The Parks Commission is currently evaluating options concerning future uses within Lions Park <br /> and several sketches have been prepared by a consultant hired by the City. The most recent park <br /> sketch is attached to this memo. The plan only shows changes to Lions Park within its current <br /> boundaries. There is no proposal for an expansion across Finale Avenue. The plan also shows a <br /> break in Fitzgerald Avenue located at City Hall to accommodate a new parking lot configuration. <br /> Page 12 <br />
