E. Economic Development • <br /> The Springsted team has studied the RFP dated May 2, 2013. We have carefully reviewed the <br /> background and purpose of the consulting engagement. We understand the County desires to retain <br /> the services of an economic development consultant/firm to assist with specific economic <br /> development tasks as outlined in the Scope of Work(page 4). The outcome of the work is to <br /> develop a unified economic development strategy for the County including <br /> • Understanding the county's economic advantages <br /> • Identifying marketing strategies <br /> • Identifying target business sectors <br /> • Determining the county's appropriate role in economic development <br /> The consulting team will be responsible for meeting and exceeding all requirements within the <br /> RFP. Our number one objective is to maintain open communication and we will create strong <br /> partnerships with county officials,city participants and all stakeholders. To that end,we propose to <br /> have regular meetings and/or communications to update designated officials on the status of the <br /> project. These meetings will be targeted early in the process and scheduled throughout the timeline <br /> at important study intervals. <br /> The Springsted team will bring an unsurpassed commitment to quality; in fact one of our distinctive <br /> qualities is the commitment we have to ensure the success of the process. To that end,our experience and <br /> project approach takes into consideration two key variables: process credibility and outcome <br /> credibility. Process credibility is the realization to all involved, in particular the elected officials and <br /> staff,that the methodology used is credible,reasonable and fair to all concerned. In addition,the <br /> information and communication must be transparent, honest and timely. Outcome credibility is the <br /> realization that the information and data used to develop the findings and recommendations is <br /> comprehensive,complete and applied consistently and appropriately without bias or preference to any <br /> particular person,persons or individual agenda. If these two objectives are realized,the <br /> recommendations,outcomes and future implementation plans are on a strong foundation. This <br /> distinction is unique in our business and is a contributing factor to the benefits and strengths of the <br /> Springsted team. <br /> 1. Areas of Expertise and General Services Provided By Springsted <br /> As outlined in the accompanying sections of the proposal, Springsted has the area of expertise <br /> and background in all of the services necessary to provide a comprehensive and thorough <br /> assessment and process.
