He has over 15 years of <br /> municipal public sector experience,with 10 years focused on Downtown Redevelopment. As a <br /> senior manager and acting Director,he is credited with successfully assembling two major <br /> initiatives. The first was the creation of the Saint Paul Housing 5000 project,a program to <br /> produce 5,000 units of housing in four years that ultimately resulted in over one billion dollars <br /> of public and private investment. The second initiative was the establishment of a transparent <br /> management system to prioritize development opportunities within the context of resource <br /> availability and policy consensus. The result assured on-time availability of the financial <br /> resources required for completing housing and economic development projects and increased <br /> public confidence in the economic development decisions made by the policymakers <br /> In Scott County,Mr. Unmacht was instrumental in the creation of an organization called the Scott <br /> County Association of Leadership and Efficiency (SCALE). Just short of 10 years in operation <br /> (formed in March of 2003)SCALE is a model of collaboration and partnership with many <br /> distinctive successes. SCALE has taken on many different projects and activities and recently <br /> has successfully coordinated a county-wide economic development initiative.
